also it provides increased enforcement power for the commission and staff. for example, the legislation expands the limited suspense period that the director -- executive director can apply for a venue that violates the law from seven days to 15 days to provide more flexibility and enforcement. it also provides the director and the commission the power to require a sound test as a condition of a permit. in addition it provides the director with the ability when a club changes hands into a new place of entertainment permit is required to provide a provide temporary place of entertainment permit to bridge the gap for the business so the business does not have to shut down. these are a few examples. there are other provisions in the legislation as well. today i did introduce substitute legislation and one additional amendment to provide the director of public health with more administrative authority to enforce noise violations on corner streets. right now there is not enough flexibility in that enforcement and we're doing that. as i indicated i worked closely w

it does not require the commission to make determinations on a project capacity to be exempt. and the intent is really to give the commission an ability to send the exemption back to the ero, not to have you actually make the determination. i know one of the concerns that the sfmta had is that this would delay their exemption process. the question that i would have, first of all, is how many sfmta exemptions actually come before the planning commission for approval? but even if it has to come before the planning commission for approval, it doesn't delay the process because they can't move forward with the project until the planning commission approves it anyway. so, why not allow testimony for those exemptions at the same time that you're hearing that approval. another point that had come up in the planning commission -- i'm sorry, planning staff's report is that our legislation requires staff to attend every project approval hearing before the planning commission. our legislation does not require staff to be present for the hearing. an ero report may be enough, and we certainl

the outreach that the commission does, it's a positive thing to send things out. hopefully the idea of customer service is something that you guys can bring up across during this hearing. it is really important. one of the first big issues is that everybody thinks they are dealing with one agency, mta< metropolitan transportation authority, but you are dealing with two agenc ies, mta and the cta, the county transportation authority. they have different boards that they are dealing with a lot of the same things. it seems like these two agencies never talk to each other. they bounced off of each other; they tell us, oh, that is the cta's problem, talk to them or the cta will say, talk to the mta, but to the general public it is one agency. hopefully during the year we will get that narrowed down, and make it a little easier so hopefully we won't have to be experts in government policy and government dealings to be able to deal with them. it is a big problem. a question for all of us is, what is the mta and the cta -- sorry, repeating myself, does the mta integrate of
