distributed to the members of the committee as was the members. each member of the committee reviewed the criteria and reported to each other. we took those scores and review each application as a group. the committee came to an agreement about which project best fits the criteria in the majority vote to approve projects. i did not vote on recommendations, and i say that the committee -- several applicants have had questions about the criteria and the wording. the committee has made recommendations to expand the program beyond $500,000 for the first round. we are recommending adding approximately 30%. we wanted to strike a balance and not over fund given it is a pilot round, but there is no reason for good projects to have to reapply for another round and create more. of the projects we have recommended for words, they represent the total commitment of $298,000. that is a 45% leveraged by the recreation and parks department. you have the drawings of the projects and the details of the projects. in the amount of $24,450, it includes improvements to

we at the budget committee said we would ask the curriculum committee to take this up, but i really want the board to be involved in a discussion about the process that we are now using, how we assess the effectiveness, how week -- for instance, one of the things i learned at the committee, years ago, was that there was a pop -- and i should say at least that there is a lot of -- you know, these are services many school districts did not think for a very effective way to spend these federal dollars to help students. it was a process or an opportunity that was presumed to, or known to, largely be the result of lobbying by private providers to the federal government when no child left behind was passed. we were setting up some rules for our own providers and our own schools that seemed logical to me. we asked that services have to be provided at the school site. many other districts were prohibiting providing days of the school site. we thought there was an opportunity to have alignment between these tutoring students as -- is to trim services and instruction at the schools. we thought tha

we have set up the organizing committee with all levels of government included to make sure that we could get this state and federal cooperation where necessary delivered on time. additionally, the third principle was corporate and community sponsorship. since we are local government facing a significant deficit, the host city agreement would protect general funds. this has been a key tenet of the agreement as further clarified today. we want to make sure that there are no undue obligations placed on the city. the city has partnered with the america's cup committee to secure the necessary commitments in ways that we would be able to help them fulfill their obligations. it will give you a feeling of the level of caliber people already engaged in that effort. it is no longer a paper effort. they are fully functioning and operational. in addition, we have worked to add language and corporate concepts around community corporate involvement, the use of community labor and workforce. that was some of the key comments we heard at the last board meeting. we worked to include them in the host city

this gives them an opportunity to address the committee. if we could begin with marcy orosco. >> good morning, supervisors. i'm director of harbor house, part of the salvation army. i'm kind of hear -- i attend the meetings already, so what i wanted to say was i noticed on the wicac, they already represent homeless, but what they do not know this is veterans. one of our large components is veterans, so i wanted to bring that up. i would be a voice for all the disenfranchised. i would definitely want to make that point. there is on average about 106 veterans released from the term, and they are starting to come back. i have been working with the homeless, the formerly incarcerated veterans for almost all my professional life. i have written and receive many veterans grants with reentry strategies as well as addressing the lack of opportunities for the homeless and formerly incarcerated. i'm part of the san francisco reentry guard -- reentry board. i have helped start broad market based services to employ those that others will not hire and pr
