the d.c. uit. i'll be opposing this nominee and i'd like to explain why. first and foremost is ms. hal began's record of add advocacy for the judiciary and a legal career that leads any reasonable person to conclude she wouldingly bring that activism right to the court. the proper role of a judge is an impartial arbiter who gives everybody a fair shake under the law as it exists. the role of a judge in our system, in other words, is to determine what the law says, not what they or anybody else want it to say. yet looking over ms. hal began's record it's pretty clear she doesn't share that view. in her view the courts aren't so much a forum for the even-handed application itself law or as a place where a judge can work out his or her own idea of what society should look like. as she herself once put it, the courts are a means to achieve "social progress" with judges presumably writing the script. my own view is that if the american people want to change the law they've got elected representative

the police. also developing tonight, d.c. council members demand a local nightclub be shut down after a stabbing. two men were attacked outside of the mood lounge last night. police say the incident started as a bar fight. both victims are expected to survive. d.c. council member jack evans and d.c. police chief are calling for an emergency three- day closing of the club. revenue numbers released by the metropolitan police department show a major decrease in homicides in the district this year. the new figures marked the most significant decline in homicides in the district in decades. richard reid just spoke to the police chief about the report. he joins us live from police headquarters. >> certainly, this is good news for the police department. the d.c. she says the couple of things are at work here. first, faster response to shootings and homicides getting detectives out there to collect information, picking up suspects as fast as possible. also high-tech to communicate between police and the public. it is a theme d.c. resi

reporter: the way d.c. cab drives do business in the city could soon change. the d.c. b commission approved a proposal to increase cab fares and make some other changes to the cab routes. the base fare would remain $3, but the per mile rate would go up from $1.50 to $2.16 and the wait time would increase from 15 to $25 an hour. it sounds like a winning profile for cab drives but -- >> it's a lose/lose situation for us of. reporter: and here's why. the proposed changes would also eliminate additional fees for additional passengers. cab drivers say that's a devastating blow for business. >> when they find out that it's tree for four or five people, four or five people will jump in the back, pay less and that's not how we make a living out here. >> it's not to the advantage of the cab drivers and this proposal is not acceptable. >> good deal for the consumer for passengers but probably not the greatest deal for the cab drivers. >> i think it's good. i always take a cab with like five plus people, so the other party pays extra. reporter: the proposal also eliminates fees fo

the protestors involved in the occupy d.c. movement have no plans to leave and got a small victory this week when the national park service granted them opportunity to camp until the end of february. they plan to do more than camp. matt ackland joining us with more on where the movement has been and where it's going. >> reporter: it's hard to imagine riding out a d.c. winter living inside a tent and as we speak, there are many protestors doing that at mcpherson square and the plaza. the next big protest is scheduled for mid-january and is called occupy congress. having his morning cereal after a cold night sleeping in the tent, barry night said this has been his routine since the movement on october 1st. >> that is financial equality for americans leftup employed or in his case, unable to make a descent wage. >> and all had to go through was my did 10-hour -- $10-an- hour job. >> reporter: there have been exceptions. you will recall when they erected a tall structure, the police had to use cherry pickers to arrest protestors wh
