the legislation passed with 71 votes. and this defense legislation was actually considered a second time on the floor and it passed 91-3. i want to emphasize again. one thing i am proud of is the senate armed services debate the national defense authorization bill. we have every year for some 43 years and passed it and had the president sign it. and we open it to all amendments. but there was no amendment on rocket engines proposed on the floor of the senate. why wasn't there? if there were members of the senate who didn't like the provisions in the bill we had an open process to amend it but they didn't. they didn't because they knew they could not pass an amendment that would remove that provision in the defense authorization act so now in the dead of night, we just found out hours before we are supposed to vote, they put in a restriction which dramatically changes that provision that was done in an open and transparent process to their everylasting shame. in the dark of the night. not a vote. no one consulting on the armed services com

both the department of defense public sector and in the private sector. our company is having 75% of all of our contracts in some sort of deeper value model by 2020. the reason we're doing that, it's a great way to improve value. not just lower costs, but improve quality. we want to do both. there is a whole long list of things of specific things that they go through, but you would take all of them to actually bring the cost of defense health care more in line with the general rise of inflation and administ more in line with its percentage originally. when tri-care first came up, about 27% of its costs was covered by some sort of premium or co-pay or something. that's down to 11%. so we're actually -- that is just one more example of how we spread benefit, but not increase the d.o.d. budget. we're driving a behavior that is different that's why utilization is higher among d.o.d. beneficiaries than in the private sector. so a whole number of things that we can do. and again the point of all this is to keep our faith with the fighting force, give them what
