east asia that is not the case. you have several claimants in the south china sea including china. u have claimants to the islands in the east china sea and is my strong impression from talking to people in the various capitals in those disputes that they all truly believe that their claims are legitimate. they are often feared. from an economist point of view this is the worst possible outcome. they'll believe they are defending something that is rightfully theirs and that they given that they're going to lose something and they might lose more things in the future. that makes them more likely to stand firm in any complex or crises that arise over those complex and there is a lot of post-colonial nationalism. in china and there are a post-colonialism and other areas including the philippines and in vietnam for example. so how do you deter or dissuade china from using force to settle disputes? it's not always easy and if china develops new capability china could bring leverage to bear. there is a risk for the united states it needs to be recognized and that is that the united states

we are contentioning with russia, chooip in the south china sea and iran in the middle east, and technical advancements by north korea rising aggression of nonstate networks and a playing field in cyber and space. as while our adversaries grow stronger many allies are dependent on united states and our assistance and our military advantages have begun to erode. what makes this complicated is that the trends are manifesting themselves simultaneously. when the middle easts characterize three converging sets of complexity. several governments are struggling for political legitimacy because they are not pluralistic or accountable to their citizens. weak states are less able to assert independence amid the tug-of-war between sectarian regional powers and third we're seeing rising competition between moderate and radical elements of islam and isil and others are taking advantage of that competition. within this global context, the role the united states military is taking against the transregional threat of isil is appropriately matched to the complexity of the environment. and is at a level of

the region. this is just another example, you know. what china is doing in the south and east china seas is just, you know, one more example of us not leading and not being able to assure our allies, showing weakness. our friends are wondering, can they count on us anymore, and our enemies are no longer afraid of us. this is the dangerous world we are in. now, some of these factors were going to happen anyway. but american leadership can make or break situations, and we can change the course of international events if we're leading or we're not leading. and this administration says they're leading behind. in the military we call that following. there is no such thing as lead behind. we need to make sure we have a strong national security strategy, that we have a capable of military. sequestration is -- the impact it's having on our military -- i have friends ands individuals i know that are still -- and individuals that i know that are still trying to serve, they're trying to deal with the lack of resources and the diminishing capabilities and training and readiness. that is a -- that is
