we were forced to hire a third consultant, the ecs firm at a cost of $5,000. we arranged a site visit with the expert and inspector burke to determine an appropriate level. at this time, we were not allowed to test at a level higher than 110db. when myself, andrew, and an engineer protested, burke stated that to test above 110db would be a violation of the sound code. we were bullied into this level. this was the second time that he intentionally set our db rating below what would be legally allowed by city code. inspector burk's visits to our female run establishment will have been rate with miss agony, convicting statements and behavior indicative of a bias. we all have the same experience. we were so threatened by his changeable behavior and illogical approach, we felt compelled to request a neutral party to observe the testing by the consultant we hired to assess our internal db limits. furthermore, and with great hardship, we were forced to test the sound levels off our roof and from a neighboring backyard in order for the testing to be deemed admissible
