there is no whitewash to pretend the events didn't happen in embarcadero. the issues of ceqa, if the events caused the building to be historic and those events happened all around embarcadero. wouldn't those similar buildings be historic. i think that defeats the historian guidelines for the ceqa and historic determination. you have to show there are facts supporting that. here, the department concluded based again and not just on their own evaluation but on the independent evaluation who also did the evaluation in 2009 and found the building was a historic resource based on the events. the difference between 2009 and today and why nobody thought about the embarcadero facade is the building was going to be demolished. that puts the entire category in another consideration. but today it formed the bases for historic preservation, that is being preserved when thinking in the more common situation if the basic historic preservation with contact with associations. i'm hoping that again, if you look at the facts and i can read them but they are in our letter and

>> reporter: we're here at the embarcadero because this is where one of those who died worked. the waterfront restaurant. gilllermo and his son were all on that canoe enjoying the warm afternoon yesterday fishing when it capsized. louise carlos had just bought the canoe a couple of weeks ago. he took his fiance and his brother fishing late yesterday afternoon at coyote point. his uncle told him the 12-foot canoe seemed dangerous. >> i said i don't think it's a good idea to go fishing, it's awful small. the boat tipped over carlos jumped over and flipped it back and it flipped again. >> reporter: the three were kept afloat only by life jackets. >> at some point the young male decided to swim to shore to get help. >> reporter: hours later, a report from their family that they were missing. the coast guard in south san francisco launched a searle and rescue operation. in the early morning they heard her cries in the dark for help. they rescued her. but half hour later, they found the body of luis. then his father. both died apparently of hypothermia. workers at the restaurant were

i am not sure that the traffic was being directed as well i'm not sure that if we had better signage to tell people who are going to fisherman's wharf, don't take embarcadero, take some other route to get there so we could divert some traffic. within the cruise ship terminal itself it was a bit chaotic in terms of traffic flow and numbers of people and whether the terminal operator, the cruise ship should think about how they are going to plan if people are going to the airport, if they are going to the east bay, instead of individual cars could they have shuttle service, how can they get people to bart? i don't know these are just ideas. i'm not asking you to act on any of them, but somehow what i'm suggesting is someone needs to really pull the onion here step by step and see what they can do. i think we shouldn't accept the situation as is and once we get the arena and it's not on the embarcadero, but there's going to be more points of pressure on traffic around here and i think we don't want to keep waiting. i just hope that we can have a study of some kind. i leave it up to you to figure out what would be some of the best next steps to talk to our fri
