the land use facilities to think of the entire city. when we look at the port docklands, when we see these maps -- these things are going to be under water or under high tide probably within a generation. the land use committee released to ask itself how we are going to arm our this land. are we going to write it off right now to the tides? moving the digesters -- moving the entire treatment plant to the back plans creates a tremendous opportunity protect port infrastructure. it creates an opportunity to open up what one of my neighbors has called the industrial force field around bayview hunters point that so divides our communities -- the northwest portion from the rest of the city. it creates a tremendous opportunity to redevelop the land, about 12 acres, a to 10-- 10 yo 12to 12 acres, right nexta prospective caltrans stopped coming into something that will help the neighborhood. as you watch this develop over the next few years, please think about this in the broader context, not simply focused on puc infrastructure, as they do. chai

successful in europe, but playing that the milan, london and stockholm, in those situations, where the entire cities put with holes around the entry, or was it just central corridor? >> it was the central corridor. >> there is no comparison to us, to san francisco putting tolls up on this entire border. is there any other city anywhere in the war that has put tolls up circling every entrance to the city? >> the stockholm case actually, even though the area that is quarter and that is the downtown area, on the -- i think west end, it involves the entire municipal limit. >> were -- commissioner elsbernd: with the golden gate bridge, the bay bridge, and the proposed tolls, there would be no way to get in without paying a toll. i do not think there is any other city in the world that could claim that, right? >> i really could not tell you, but the point is there would not be a way to get in without paying a toll during six hours of the day. but there is plenty of opportunity to get in other than the commute time. >> or to get out eat you are a san franciscan who lives in the city and works outside of it

it may be thousand feet or the entire district. may be the entire city. we haven't been that lucky so far but we try. and if that person is seen within that area, they violated a condition of their probation and they are supposed to go back to court and judge is supposed to say, you violated our probation you have to serve out the sentence whatever that was. it wasn't happening. people would be picked up for violations of stay away orders and the judges were not enforcing their own stay a an order. we worked out a plan with the neighborhood groups where when someone is picked up on a violation of a stay away order the neighborhood group would get together and write letters to the judge. and say, mr. whatever his name is, has violated the stay away order and he has been the scrounge of this neighborhood. he's here and disrupts our lives. he is affecting our safety and peace of mind and quality of life and we want the stay away order upheld. the neighborhood da receives the letters, presents them to the judge and the judge gets a different perspective on ho
