first, the legislation reforms f.a.a.'s overly burdensome medical certification process by expanding an existing exemption for light sport pilots to include more qualified trained pilots. let me just speak for a a moment on the safety concerns. there is a small minority of people who think that expanding an exemption like this automatically decreases safety. well that's not true of this bill. and i have the numbers to show it. a medical exemption was issued for pilots of light sport aircraft aircraft that weighed less than 13,20 pounds, had only two seats and had several restrictions. the entire country -- there are about 9,500 of them. i.t. been over ten years since the f.a.a. issued this exemption. since then, not a single accident by a light sport aircraft has occurred that was related to medical deficiency. a joint study was done by the aopa and the eoa on the 4 6,000 aviation accidents that occurred from 20808 to 2012. only 99 had a medical cause as a factor. that's less than one-quarter of one percent of all accident

so last friday, since i did not go back to my state i went with the f.a.a. administrator we went to the next generation air traffic control modernization progress that is being made in the f.a.a. research and development center at the atlantic city airport. nextgen capitalizes on existing technologies such as g.p.s. capability provided by the department of defense satellite network, and what it will do is make our air traffic control systems safer and more efficient. mr. president, how that works is right now we have a series of resource and the resource, if it is an up to date radar, it will go around every 30 seconds. so you know where the airplane was but you don't know where it is for the next 20 seconds until the radar comes back around. and if it's where it should be, it's in the path that was filed by the crew. what the next generation of air traffic control is will track that aircraft from satellites so there is a continuous feed of data from the aircraft to the satellites back to the controllers on the ground, and because of that, they can space airc

the scene of a medical helicopter crash in oklahoma. we know one person died and two others were injured when that aircraft went down late last night. f.a.a. officials say they don't believe a patient was on board. the ntsb will handle this investigation. right now, the northbound lanes on interstate 395 in virginia are shut down for a crash. this is at the seminary road in fairfax county. traffic is being detoured on to the service road next to 395. no word right now on any injuries or what caused that crash. well police are investigating several crashes that tied up traffic this morning. we know two people were injured in a crash on interstate 66 at u.s. 15 in prince william county. state police say a tractor-trailer and three passenger vehicles crashed just before 6:30. one person was flown to the hospital with serious injuries. the other victim was treated for nonlife threatening injuries. and in chantilly, a crash closed braddock road for about an hour this morning. no word on any injuries in this crash. authorities say ice was reported in that area at the time. and the metro transit police officer recovering this noon from injuries
