the f.c.c. was going to do an investigation into interconnection practices between netflix and comcast and verizon. so he started to see the importance of that market. in august, he sent a letter to verizon's c.e.o., because they were throttling, quote unquote unlimited customers. in response, verizon stopped doing that. at that time, he started to kind of look at the laws governing mobile broadband and found that in fact mobile broadband -- excuse me -- mobile voice had been regulated under title 2 of the communications act for 20 years in a light-touch way and had led to almost $300 billion worth of investment. in fact, he met with the wireless industries in september and basically told them in almost no uncertain terms -- really wasn't any mystery -- that he was going to level the playing field between mobile broadband and fixed broadband when it came to net neutrality rules which was something that was not in the 2010 rules. then by october, as we started talking about this hybrid that had ti

the idea, however, of giving the f.c.c. this overwhelming title 2 authority is really the wrong way to go. and the other problem, he talked about process and i appreciate what he had to say about the timeline and the meetings and what not but it didn't seem to me like this rule reflects certainly the majority members of congress that he supposedly listens to because either we have a pretty good plan that we're working on in a bipartisan fashion that i think provides more of a certainty and frankly more confidence both to the consumer as well as the investment public. so i think it's unfortunate that they trumpled congress today but i think this is only the beginning of the litigation process. >> well, that's -- no matter what they do, i suppose. but it's interesting to hear you take sort of a middle stance. there's the argument no regulation at all and we've heard that. there's the argument that says title 2 is the best way to go because these companies have a responsibility to consumers to provide this important access. i g

it is going to be a very partisan, nontrnt way in which the f.c.c. has carried out their business, there is a much better alternate. i have been working with my colleagues -- alternative. i have been working with my colleagues on the house side on a piece of legislation that's only six pages long that prevents many of the things that the s.e.c. said they wanted to present. very explicitly presents those things but doesn't ham the s.e.c. carte blanche authority to do whatever they want in the internet. it can be changed by a future s.e.c. commission. this is a very bad precedent and one that doesn't have to happen. we have told the press and the president, we told the f.c.c., we told democrats here on capitol hill we want to work with them on a solution to this 245 address -- that addresses the concerns people have. the problems that could be out there but doesn't cede to the f.c.c. unlimited authority for them to do whatever they want and put at great risk and in jeopardy something that has been an incredible success story for this country and the wor
