recently he authored the opinion of city of arlington versus f.c.c. critical for those of us who think about the nuances whether agencies should decide whether they have jurisdiction. for me personally, my affinty for him came in law scule and i think most law students would agree with this. he was a delight to read. if we were reading tons obvious cases and some are sexeppingsly boring, to read a scalia opinion was something that made you think. for me one of the reasons why i became an anti-trust lawyer and started my career at the honors program he was funny, smart, and had a chance to tell him about that dissent in kodak. without missing a beat he launched into recapping the dissent and it was incredible. i also asked him how it was possible for a yankees fan to be married to a red sox fan. well. ged that divide as next i want to echo what everyone has said about roger and john. roger has been a terrific chief. the chance to meet him first on the hill and as chief here he really was at the center of so many of the critical issues we handle. it's ha

i do have concerns where you see the f.c.c. trying to get more involved in writing technology policy. that should be the role of congress. i do think when you look at this debate that's going on nationally on privacy, it's an important one that congress is being drug into and i think in some ways we've got to address some of the problems where you have threats to privacy. and then the balance is always, how do you make sure to protect national security and privacy at the same time? that's probably the biggest debate we have in congress. and i do think there are always ways to strike that fair balance. there are cases that pop up from time to time like we see right now, with apple, that challenge that and force everybody to really revisit are laws adequate and what is the proper role of government? sure don't want the federal government being able to tell a company how to write an operating system or how to develop hardware. so you've got to balance privacy with national security and find the proper balance. questioner: to be cle

the f.c.c. a few years ago provided its recommendations to congress on how to update the law to keep pace with technology and the use of it by criminals. and so senator fischer and i have filed a bill today that responds to the f.a.a. reports, recommendations and their requests, and it builds on the 2010 act on phone scams to keep up with the new kind of spoofing, because they are now much more sophisticated and we need to make sure that there are the consumer protections and the tools for law enforcement to keep up, and that's why this legislation that we have filed today is important. it's called the spoofing prevention act of 2016. it would extend the current prohibition in law on caller i.d. spoofing, extend that to tax messages, and it would extend it to calls coming from outside the united states, and from all forms of voice over the internet protocol services. and this bill additionally for the first time would ensure consumers to have access to the information to go after these criminals

f.c.c. disclosure issues but it's printed right on the envelope there. very self-explanatory so shouldn't have any problems with that. ok. so, again, we do want to encourage our caucus attendees to fill out those absentee ballot request forms. we have a ton of people in iowa who vote by mail. so that's something we want to make available. a receipt does have to be issued to people who are requesting a ballot. those receipts will have preprinted information on there for the democratic party. but you will have to fill out their name, who the ballot was requested by and the date and time the request was received by you which obviously will be 7:00 on february 1. so you'll want to collect all of those forms as soon as they're completed and just make sure they're filled out correctly and ledgeably. and place them in envelope c. that goes back to the county auditor. and, again, we'll go through all of that. ok. income tax checkoff. so you'll want to remind attendees that they can help the i.d.p. by using the iowa income tax checkoff. again, vail a poster on th
