we have the extension of the federal aviation administration legislation that's being held up. we wanted a temporary extension for the next few weeks. we've already extended it more than 20 times. we thought we should do it again, and we've done that. that's been routine until we get some of the big issues worked out. but the republicans want to increase the ante this time. essential areas serving rural areas -- the presiding officer is from pennsylvania. of course nevada has a lot of rural areas. even the heavily populated areas of new york has essential air service. essential air service was set up to allowed underpopulated areas to be in touch with the rest of the state. the republicans have tried to eliminate essential air service, and that's the ransom they're asking now for an extension of the f.a.a. bill. i'm not going to ask consent today. we've asked it many, many times. but i want the record to be spread with how unreasonable it is what the republicans have done. as a result of their activities, the house republicans, we have 80,000 people who won't be working now. 80,

this time to express my concern about what's happened with the failure to reauthorize the federal aviation administration. the authorization for that administration has expired and it's led to a partial shutdown of that agency and to 4,000 workers being placed on unpaid furlough. a number of those workers are from new hampshire. and while i know that all of us here are glad that we were able to come together to reach a bipartisan agreement on raising the debt ceiling and avoiding a financial crisis, i am deeply disappointed that bipartisanship has failed us when it comes to reauthorizing the f.a.a. i understand that the house may head home for recess today and for the rest of august, stranding 4,000 f.a.a. workers and as many as 70,000 -- that's right, 70,000 -- airport construction workers around the country who are out of work until we can get an agreement. let me just review for a minute how we got here. since the f.a.a.'s authorization expired in 2007, congress has passed 20 short-term extensions of the f.a.a. all of those bills, every single one of them, were clean bills intended to keep the f.a.a.

a battle over the federal aviation administration and its budget. the senate tried and failed yesterday to end the stalemate that left tens of thousands of workers out of work and without paychecks. lisa myers has the story. >> reporter: in the last ten days, 241 airport modernization projects around the country have been shut down. laying off 70,000 construction workers. also sent home without paychecks, 4,000 faa employees. >> we feel like we're pawns in a political game. >> reporter: dan, an faa engineer in pittsburgh, says the loss of pay hurts everyone. >> >> i'm concerned with whether or not i'm going to be able to pay my mortgage. >> reporter: now the house has left town for the rest of the summer without ending the stalemate meaning these workers could be laid off for five more weeks. >> this is not the way to treat people. the money is there for these construction projects to go on. all congress has do is pass a bill. >> reporter: the partisan bickering centers on the insistence of house republicans that any bill to keep the faa operating cu

they failed to approve a bill that would fund the federal aviation administration before they left. the only possible resolution is if the senate approves the bill but that is unlikely. okay. now what this all means for you, first the federal government is expected to lose an estimated $1.2 billion in taxes on air fare, 4,000 workers will remain furloughed. these are mostly administrative positions. meaning air traffic control personnel on the job and passenger safety should not be affected. also, construction projects are on hold. >>> and because the government has stopped collecting certain taxes on ticket sales, delta says it will now give refunds to passengers who paid those taxes, but then flew during the partial faa shutdown. the refunds only apply to people who bought tickets before july 23rd. >>> and the extreme heat just won't let up in the midwest. in dallas it will mark the 32nd straight day of triple-digit temperatures. 32 stray days. excessive heat advisories in parts of kansas and texas. 12% of the country is experiencing extreme drought conditions. we're keeping a clos
