when we were balancing the federal budget in '97 we had a lot of advice from tommy thompson the greatof wisconsin. john engler the great governor from the state of michigan. we did listen to them. it was important. my sense on this, john just mentioned lamar alexander, what he wants to do, patty murray will help on that the democrat senator. tom carper from delaware has been unbelievable in terms of his looking trying to solve this problem. dick durbin and i, democrat leader and i have talked there's a lot of politics but i'm worried about people. i think there is a hunger in the congress, at least in the senate to try to do what they went to do, which is solve problems. you can't solve immense difficult problems without both side. we couldn't have balanced the budget in '97 hot administration and republicans agreed to make some compromise. we never would have reformed the military like we g goldwater, a democrat to give power to commanders in the field. these are major deals, john. since republicans are in the majority they get to call the tune, that is i've said before when you call

current laws governing taxes and spending don't change, a condition the -- the condition of the federal budget will worsen over the next 10 years pretty significantly. in particular, growth in federal spending will continue to outpace growth in federal revenue. both are going to increase over the next 10 years, 30 years, but spending will outpace it to even larger federal deficits. right now the deficit is roughly 3% of gdp. in 10 years it will be about 5% , of gdp. in 30 years, it will be about 10% of gdp. to put that in perspective, discretionary spending is about 5% of gdp. all of discretionary spending. we are talking about a deficit that is now getting quite large. you'll see a nice graphical view here of what the story is great -- what the story is. you see revenues are increasing over time. they start at a level that's higher than the 50 year average. revenues are already at a historically high level. and spending, which is high relative to historical levels, are increasing faster than revenues are. and here's the most depressing graft i think i've got for you. here is the accumulated d

and when i ran for congress, the major issue that i campaigned on was a talent's budget -- a balanced budget. the federal government should have a balanced budget. some things in texas may not be great, but one thing is good is the mandatory balanced-budget. so everything you want to do, you have got to pay for it. that is a very good thing, in my view, but then, i am a creature of the depression. so we all live with a different bias depending on how we grew up. me, it is ultimately going to be a significant problem, and i am sorry to say that i do not totally agree with secretary mnuchin, because the debt ultimately will hurt us as a country. right now, we have to depend saudi's chinese and the and others in order to continue to support our debt. at some point, they may decide they do not want to do that. and then all hell breaks loose. host: a columnist talked about the process in the budget, saying neither the house or senate passed a fiscal 2018 budget resolution that the budget act of 1934 stipulates should have been acted on by april 14. the appropriations bill was supposed to be passed by october
