the 12 appropriations bills across the floor. overall the package covers $ 58.65 billion in spending. of those funds, $35.25 billion are allocated to the interior bill and $23.4 billion to the financial services bill. which is equal to the enacted level forever fiss -- for fiscal year 2018 for both of these bills. the package represents many months of work by the appropriations committee. mr. speaker, as i have so often said when discussing appropriations bills, today's package represents the most fundamental duty of congress. to fund the government and keep it open each year, to continue to provide our constituents with the services they need and deserve. but importantly this package also fulfills an additional duty of congress to the american people. it's fiscally prudent stewardship of the taxpayers' hard-earned money. and to ensure that we appropriately prioritize where and how to spend taxpayer dollars in the most efficient manner. mr. speaker, the interior and environment appropriations bill funds critical programs at the department of the interior, the environmental protection agency, and other crucial areas. among the areas of greatest importance, the bill includes $3.9 billion for th

house appropriations committee followed recommendations from my team and the financial services bill mandating the irs consider this problem and report back to congress. however, there is more work that needs to be done. congress needs to consider immediately a lining the 1099 miscellaneous and 1099k reporting thresholds for service providers and sellers earning incomes. the 1099 miscellaneous threshold which hadn't been updated since instituted since 1994 is just that simple. states have started to experiment with this last year and in massachusetts our informal conversations with 1099 preparers said that reporting catapulted over 100% in just this most recent tax filing period. congress did update the due dates for the second and third quarter filing deadlines to make those required after the quarters end, not in the middle of the second and third quarter, so taxpayers don't have to guesstimate when taxes are due. finally the national taxpayer advocate has suggestion that the irs develop a publication that online providers can provide to platform service providers and sellers as par

the issues that are addressed in this bill. mr. thornberry: this is a big bill. it is about 1,800 pages big. now about 200 pages of that is the cfius reform that -- that's led by the financial services and foreign affairs committee but there's a lot in this bill. the distinguished ranking member just talked a bit about reform. in this bill -- yet this bill eliminates a number of requirements congress had put on the department of defense in previous years. it streamlines some decision making. it begins to put in some sort of comprehensive -- comprehensible order all the laws related to acquisition. it requires there be savings of overhead expenses, of a number of government, of d.o.d. agencies that have not been addressed before. i could go on and on. . there was a secretary of defense who wrote a book a few years ago who complained about this bill. who said it's too much that congress is doing to tell us what to do. and yet i would remind all of us, mr. speaker, that the constitution puts that exact responsibility on our shoulders. it says it's congress' job to raise and support, provide and maintain, make the rules and regulations for military forces of the united states. and this

i'm filing an amendment today to the financial services and general government bill that is part of this appropriation package pending on the floor of the senate. my amendment deals with an important part of the student loan problem. the treatment of staopbt -- student loans in bankruptcy. if you borrow money for a house, lose your job and have no money, you file bankruptcy, and your mortgage is discharged. if you borrow money for a car and you can't pay off the car and you lose your job, you file for bankruptcy, your auto loan is discharged. how about a boat? buy a boat, take a loan, file for bankruptcy, it's discharged. i'll tell you, there are only a hand full of things you can borrow money for that you cannot discharge in bankruptcy, no matter how bad things get and one of them is student loans. currently most types of debt can be discharged in bankruptcy but not student loans. since 1996 the law has been changed and if you have a student debt you're going to carry it to the grave. you cannot discharge it in bankruptcy. in 1998 congress determined that federal student loans would be

the issues that are addressed in this bill. mr. thornberry: this is a big bill. it is about 1,800 pages big. now about 200 pages of that is the cfius reform that -- that's led by the financial services and foreign affairs committee but there's a lot in this bill. the distinguished ranking member just talked a bit about reform. in this bill -- yet this bill eliminates a number of requirements congress had put on the department of defense in previous years. it streamlines some decision making. it begins to put in some sort of comprehensive -- comprehensible order all the laws related to acquisition. it requires there be savings of overhead expenses, of a number of government, of d.o.d. agencies that have not been addressed before. i could go on and on. . there was a secretary of defense who wrote a book a few years ago who complained about this bill. who said it's too much that congress is doing to tell us what to do. and yet i would remind all of us, mr. speaker, that the constitution puts that exact responsibility on our shoulders. it says it's congress' job to raise and support, provide and maintain, make the rules and regulations for military forces of the united states. and this
