the first is the city of san francisco small business listing as well as the state of california mgsa small business listings. they have different thresholds, the san francisco threshold being the lowest for what constitutes a small business, but it is open to all of those three categories of small businesses. we do not have any additional preferences -- in san francisco, they have what they call small and micro businesses, but we recognize all of the small businesses equally. >> it would be nice if we could, somehow, add to the threshold to allow small businesses -- small -- to compete and have access to those jobs from webcor. >> i could ask sarah to speak to this more broadly, but i think one of the difficulties we would have been in that is, right now we are not allowed to give any geographic preferences because we are a federal project. the smaller scale businesses, san francisco hrc listings -- if we were to have a separate category for those listings, that would be a de facto geographic preference. that is why we treat the san francisco hrc listings equally with state listings.

a couple of caveat to add, the first, of course, is that the city's general fund relies heavily on the state of california for revenues to support both city and county functions. the mayor's proposed budget includes a $17.5 million allowance for future and, as of now, unknown state budget cuts, and to the extent that final state actions are less than or more than that $17.5 million, it may require later corrections by the mayor and board of supervisors. it would appear that we're going to actually have an adopted state budget today. at the legislative level, we will work with the mayor's budget office as to get more details about what the final budget holds and provide an update to the committee in the coming week about how that reconciles to the budget you have before you. it would appear that the state is likely to adopt a budget later today. that will provide some certainty on planning going forward that we have not always benefited from at this time of year. secondly, the fy 2012, fy 2013 shortfall remains a significant challenge. looking ahead to the year beyond the one in front of us, we do project

city departments. >> you are listening to the commonwealth club of california radio program. we're talking with ed lee, mayor of san francisco. speaking of the police department, one of your first moves was to hire a police chief. the head of the police union was overheard saying that he bought the appointment. others have said he is a member of the old boys' network. was that a political choice, that the union got one of their own as chief, that they might be more amenable to renegotiating the pension and kicking back the money in sour or forgoing raises for a third consecutive year? >> none of that injured into my decision making at all. it occurred so suddenly. they were literally confirming the as the vacancy was created. i asked the very same commission that helped to select the last chief to use the same process to come up with the best group of candidates. i reviewed it things with them about what they went through. i had concerns about whether they had open dialogue with the communities of the city, whether they had contact with all possible candidates. they did a very thoroughly vetted process. once i was satisfied with that, i proceeded to look to the recommendations

first hearing on pedestrian public safety in district 6. we learned that san francisco has the highest rate of vehicle pedestrian collisions in the state of california, our rate that is higher than tokyo, london, other major cities. a costs are taxpayers every time we go to the hospital. we can do better. other cities are doing better than we are. that is an important issue we have the highest rate in the city, and you're probably higher than any other city.
