the first one supports the general fund budget. the gulf fund is a special fund, as is the marine a fund come in the other category includes support we received from other departments, such as the p.u.c. for services we provide, as well as get funding. -- gift funding. as we face significant general fund challenges in the past several years, we have focused on generating additional fund revenue to meet the challenges. the enormous work we have been doing at the department have that really paid off, and this slide demonstrates the general fund revenue has been increasing since 2008-2009, and is between fiscal year 2011-2012 we added 1.2 million to the budget. this has come in big ways and small waves. everything from outside plan to break rentals -- outside land to bike rentals. i have slides that illustrate how we allocate our resources. the department spends half of operating budget maintaining parks. this includes gardners, custodians, urban foresters, and integrated pest management staff, among others. the nextthe next two larges

i that there is disagreement on the strategy for how that happens. generally speaking, the staff's approach to this is that to have a local build up, you need money and you need to customers. you have to start somewhere. start with a program that brings in customers and money that makes it so you can have someone who can pay for the power and can use the power. commissioner torres: where in the resolution is the goal? >> it is of the program is set up. commissioner torres: we are committing to a robust local development. where does it say that? >> is integral to every policy statement we have made. commissioner torres: i would think it is in the resolution. this is the document that we are being asked to approve. >> the item before you was of the entire program, it was the contract. that is why we we did not reiterate the different policy statements. >> my understanding is that they are under contract with local power to develop a plan and timeline for the local bill about -- buildout component. we extended the contract to take us to, i don't know when. >> it

i want to think the general managers for keeping the lights on. -- thank the general managers for keepingights on. this sunday we will need those lights. and my question has to do with the bond. the last bond that we did we worked -- this department invested in the class system to help manage the capital projects. we did an extensive grading of every single property in the department in terms of need and so forth. i am just a little bit -- i need a little bit of clarification, because i know now you are already going out and meeting with folks. i know you were at par yesterday. i missed that meeting, but i've heard from some of the members. how are you approaching this through the same grading system? what kind of response are you hoping for from the community? are they being asked to suggest projects? what is your process? >> is a great question, commissioner. for the next capital meeting i want to do a presentation that goes in more depth. we are still using the same analysis that we use to divide -- guide the development for the 2008 bond planning process as well. we are using the same

i am the general manager. part of that responsibility is to help you as you go through your deliberations of the budget. the mayor gave all of the department heads, across the city budget, this was a continuation of the lean years, and contingencies that are needed. for instance, the general support was 5%, of the general fund support over the next few years, as well as 1% reductions in position. as the general city budget instruction, the enterprise -- we have had a very tight budget with the water sale for charles -- shortfalls, going over to waste water. the item before you later will be the power rates. with the decrease water sales environment, they're telling department heads to target a flat operating budget. and you will see in our budget, the budget was going up each year for the current year, but $38 million is the planned service for the water program going on line. it was relatively flat save for that service, and the french benefit cost increase. the entire city has 27 bargaining labor contracts af

we are not quite there on the general fund side. it will still be a role in fund budget for the total departments, but for their pride departments, it will be a fixed two-year budget. hopefully, eventually will be applicable enough to buy the same thing on the enterprise side. we have new adoption that will be impacted our budget. the first is increasing our general fund reserve. we funded a $25 million fund research. we will be wrapping that to $39 million, which provides additional cushion turn the fiscal year to whether any unexpected budgetary impact, for example, state or federal cuts, revenue losses. again, that is a proven and sound fiscal policy. we also have limits on our use of our abilities one-time revenue for ongoing expenses. again, hopefully, we will address some of the structural problem we have seen in our budget over the past several years. we have our five-year financial plan adopted unanimously by the board earlier this year that will provide guidance and our balance in efforts. again, emphasizes the need to imple

i will put it in the context of framing climate change in general. with this study, we did a couple of key things. we calibrated a model and created a tool that models the way that the watershed will respond to the precipitation that we will see as a result. we successfully calibrated at in the analysis. this is a sensitivity analysis. meaning beyond looking at the sensitivity in the reservoir to changes in temperature and precipitation. what would happen in the watershed with these kinds of changes that were detailed in the outline of the memo. key conclusions are nearing what other providers are finding in this level of analysis. rupp runoff declined, but one was the most serious. snow storage has declined significantly later in the century. the bigger distribution of runoff will shift, moving earlier than what we saw today. finally, temperature increases alone will have an effect. there is a greater effect when there is a combination of temperature increases and deep -- decreases. how we came to the climate change scenario in the sensitivity analys
