there is the data collection that the h.r.c. issued that is also in your folders which is modelled after the work in seattle and othe places and focused on how do we do a better job of collecting data and understanding the impact that data plays i -- in the system of oppression. [please stand by for captioner switch] -- based on their learning style and also autistic people tend to be misunderstood and so there's some issuesaround how they're engaged with law enforcement or what's happening to them in other city spaces. you can see here by a great deal of the funding that we have going specifically for lgbt transgender issues. we'll be rolling out the equity fellowship next year as well as continuing to do more work around my brother and sisters' keeper initiative and the youth community development. we had an increase actually in our employees last year but because we didn't have temporary salaries, those positions sat in another department and they'll come to our department next year and then we're adding one manager sotion. an

the h.r.c. is in agreement with the art commission and prehistoric preservation commission the board of appeals should rehear the case as it is exceptional and allowing the early days portion to remain will mean manifest injustice and the 2007 report highlighting the exclusion felt by native american communities in the area acknowledge the offensive nature of the early day portion of the pioneer monument and recommend it be removed and placed in an appropriate area like a museum too why it is offensive. the h.r.c.'s executive director state the early days portion celebrates the conquest and genocide of native american communities and sends a devastating message not only to our native american communities but to our city as a whole. it is an affront to san francisco values and has no place in our city. as we are in such a perilous time in the city and country as well, the h.r.c. respectfully requests you rehear this case. >> clerk: thank you. next speaker, please. >> i was born and raised here in

rao oversees all of the h.r.c.'s policy decisions and is the department's firds responder on breaking human rights news and exigent communications. he provides strategic advise to the director and commissioners as well as a range of our city's law enforcement executives on time sensitive matters. mr. rao's leadership at the h.r.c. has engaged him in multiple access points on the criminal justice pipeline. he has developed productive relationships with our city's law enforcement agencies, including the sfdp, the sheriff's department, b.a.r.t. police, and district attorney's office. the impact of the policies crafted by mr. rao are enhanced by the care that he gives to relationship building. at the human rights commission we interface in things that arouse passion and historic trauma. our positions in these have been grounded in mr. rao's diplomacy and quorum. he treats every person he meets with respect, and it is for these reasons, i urge you to consider him for the police commission. thank you. >> honorable supervi

this morning the budget that we moved from the department of public health and h.r.c. has two allocation. would be enough to fill a third position. i'm not sure that the third position is warranted. i do want to bring that issue to the committee for a discussion. finally, i heard that there was a clear need for dedicated funding for transgender groups separate and apart from the general lgbtq services. i suggested that a $200,000 allocation annually go to additional discussion on what the highest priority of this type of programming will be. this is just a suggested allocation up to this body and for the larger board of supervisors to help to determine and how the programming would look. there are few things that i would like to have funded that are not here. these things that are coming from suggestions from colleagues. i like supervisor yee i like to see a higher investment in home delivered meals. the plan i suggested reduces the weight lift for groceries by half but it doesn't address the meal. secondlyi agree with supervisor's yee letter that out of school time we

h.r.c. has done in the last year or so. the equity ambassadors that we work with five schools. 51 youth. want to recognize the supervisors from the districts gave the youths certificates for taking that on and working within their schools. they did gender equity work, racial equity work. the speakerries, wh ore than 2,000 folks. and the presenting on the curriculum that we've developed across the nation as well as we were able to take students from wallenberg to hong kong to present on the work they did. grateful for the partnership, but want toigure out how to do more and what that looks like. the transformative mind sets, which we talk about and how do we build this work and be intentional? we're working with university of san francisco, stanford, as well as ke,o drill down on what is the actual impact of the curriculum that's been developed and to have it be more of a strategy that can be used. trying to tie it to the work that's been done. and this is a sample of the work we did with students at wallenberg. 69% of those students from the b.s.u. shared what they wanted to do and how t
