that club in the haight does not really serve those kids. they have been serving lower hate, western valley, since the 1960's. that is our mandate, what our mission is. to reach the kids that need us most. while there are kids the certainly made us in the haight, it is not a sizable population. there are more substantial me there in the count -- and the community that we are reaching. you know this, and other members of the budget committee know, we have been in this process going back to 2005, 2006. our club at page street is falling down around us. it was built in 1952. something needs to be done. it is not up to the standards of what boys and girls clubs operates. we set out to find a location that best serves that population of the lower haight, hayes valley, western addition. we have looked at private sites, public sites. we have a conversations about the muni substation. we looked at the sacred heart church. that came with a bunch of complications. we looked at a property on peers and golden gate. all these properties fell through for a

the big projects are the haight street project which we got a major grant for and pedestrian improvements along market street. balboa park, this is the example of the -- of what is the back of the report. there are a lot of projects identified and the revenue is quite small. in balboa park, we have differed a lot of the work until more detail transportation planning is completed. we are doing more work to figure out how to resolve the bart station and a major changes from the community around light rail. finally, eastern neighborhoods, we anticipate the largest amount of impact many feet from and not the largest project are hoping to fund is the folsom st. scape improvement. i don't want to steal the thunder from the presentation from the end of february, but this gives a good overview of what we are trying to do with revisiting folsom st.. that was identified as a priority project. we anticipate a large about the impact fee revenue and on the open side, a lot of revenue on folsom park, which i know you have heard a lot from. we are only using the impact fees to fund 30%. the report talks

the cole street clinic is a youth clinic in the heart of the haight ashbury and they target youth. tom woodell takes care of many of the central city residents and they have great expertise in providing services for many of the homeless. potrero hill and southeast health centers are health centers in those particular communities that are family health centers, so they provide health care to patients across the age span. . >> many of our clients are working poor. they pay their taxes. they may run into a rough patch now and then and what we're able to provide is a bridge towards getting them back on their feet. the center averages about 14,000 visits a year in the health clinic alone. one of the areas that we specialize in is family medicine, but the additional focus of that is is to provide care to women and children. women find out they're pregnant, we talk to them about the importance of getting good prenatal care which takes many visits. we initially will see them for their full physical to determine their base line health, and then enroll them in prenatal care which occurs over

says that non-profits and agencies, like good will and services in the haight ashbury, and everything else, will have to absorb the brunt of helping your community, which is certainly weakened. i feel strongly that part of the working group, in addition to our populations, is the population that we certainly have to help provide the answer -- how will we get them jobs? how will we get them access to housing? i wanted to test our limits. i wanted to certainly gauge just where that political world -- just if that political will is there. yes, i may have exceeded one may consider to be slightly legislatively orthodox. people that are acts offenders, said they would get jobs. i appreciated the obvious fact that this, in terms of acts offenders, those formerly incarcerated, it is a very unpopular population and it is not easy for the population to grab hold in answering this larger question. the dilemma is that i see no other solutions on the block. i do not hear of the kind of strategy, nor of the kind of tactic represents the change that i am hoping will answer the larger question of job

the second street sfgo signal project and the market/haight district improvement process. essentially, we have assurances from both the parliament that those departments can observe the money within the time like we have. the time lines are a bit extreme right now. the main report we have is that these federal funds need to be certified for obligation -- the technical term for the funds -- by caltrans. the deadline for having the fall design packet is february 1. in other words, tomorrow. believe me, this is not the kind of the item that i enjoyed bringing to the board. this should have been an item that was caught many months ago and brought to them normal committee process so we are not putting you in a position to essentially take action on this under these circumstances. caltrans, however, needs to ensure funds are obligated by april 30. to get from april -- february 1 to april 30 is already a stretch. if the departments will have a chance to save the money, the need to make their sub metals tomorrow. understand there is justified concern by the board, by the commission
