it is all retained in the harbor. >> could you clarify for the port operation within the harbor fundsnd there is no access to the general fund? >> all the debt, the revenue bonds and the loans are not general obligations backed. they're pointing to the harbour revenues. also, in relationship to revenue bonds, the agency collected interest tax revenue and pay down that debt. they found the rate sufficient to pay back the debt. they're paying interest only and we're working closely with the city to try to assert that those tax revenues should accrue at the harbor. >> ok. i want to make a couple of comments. this has been a very helpful session. part of it is that we're trying to improve our communications and give all the stakeholders a chance to talk to the commission. i want to speak to a couple things. we will commit to a more communications in meetings. the port commission supports the staff in that regard. we had hoped that perhaps one meeting would be able to resolve these questions. there is no magic about the september timeline. since the rate increase was not proposed until jan

as for the secretary of the advocates for south beach harbor. i would like to start to echo john masters' comment people -- ,. peter has been a great representative and has worked diligently with the tenants. we don't always agree, but he has been of good man to work with. i want to talk about berthing rates, and it seems to me there two drivers of the berthing rates. one is we have a deficit. i think all the berth holders understand the deficit has to be made up out of revenues. so we are down for that. the other driver is market value. what is the market value of south beach harbor today compared with others in the area? when we look at the berthing rates, and i have prepared an analysis for south beach harbor. i would be happy to go over this line by line and see what's what. it would take an increase of 17.2% to break even. pay the deficit. eliminate the $810,000 deficit. that does include some additional revenue peter has mentioned, some we list revenue and the charge for the second parking pass. -- wait list revenue. we also have additional

the harbor is fully leased. we have a substantial waiting list going forward. other changes we have discussed -- reading the list right now, there is a one-time waiting list that is a $75 per year list. electrical usage. it is a tricky one. unlike most marinas, south beach marina does not have individual marinas for each slit. you pay what you use. -- for each slip. you pay what you use. one way to listen to more creative minds than ours is to go to the boat users of the harbor. we recommend prioritizing implementation of meters into the harbor, at which time, the rates would be reduced by 54 cents per month to offset collection charges. and last, certainly not least, parking. to the boat owners and to the slip owners' credit, not that parking was there before the marina was ever even thought of. it is highly stressed by the proximity to downtown, the ballpark, the community. you have boaters going to ball games or special events. they have limited ability to get to their boats. it is kind of a matter of the loaves and the fishes. there are 205 parking spots. is

by the end of today we could be one big step closer to getting a new casino right here at national harbor. maryland's house of delegates will be voting this afternoon on the bill that you were just talking about. what it would do is not only approve this new site but legalize table games like blackjack, roulette. this all comes after yesterday's marathon committee meeting. last night after hours of debate, the house, ways and means committee voted 13-7 to expand this gambling bill. the holdup? why did it take so long? amendments. specifically i'm talking about amendments regarding tax breaks for maryland live. that's the new casino in anne arundel county and that planned casino up in bat baltimore. there's been a lot of -- up in bat more. there's been a lot of concern that a new casino here would take too much business away from the other casinos in the state. legislators are trying to offset the impact this future casino could potentially have. in the end the committee voted to approve the tax breaks which sent the bill to the full house this afternoon. so here is what's on slate for lat

divers pulled the body from the harbor on sunday. investigators say it is not clear how the victim ended up in the water and an autopsy is being performed to determine the exact cause of death. baltimore county police are investigating a deadly stabbing in dundalk. in the 400 block of scarsdale road. when officers arrived they found the victim identified by family members as victor portillo. evidenced tags led police a home four blocks away. >> they banged on the door and i told them there was a lady and a baby in there just in case. a gentleman looked out the stairs window and told him come down and the open the door and pulled him out. >> witnesses say three people were taken away by police and investigators declined to discuss their connection to the incident. we're following a developing story. police are investigating a serious shooting in the 3200 block of walbrook avenue. o ordaz -- no word on the victim was a condition. a possible motive has to be determined. also out of southwest baltimore, they arrested the man they believe
