the harbor is about 25 years old. it has about a 50-year life span which means it will increase long-term capital needs. at the last meeting, commissioners talked about the light speed transmission to engage with the community to discuss a number of issues regarding budgeting, parking issues, capital planning. we have had a series of meetings with advocates for south beach harbor. we have met with representatives of the south beach yacht club. there have been a number of individual voters and a stakeholders. we will be planning another town hall meeting for the newsletter that will go out. over these last couple of months, we have saw balance in this financial problem that we have. there were a lot of questions about the methodology. there was an overall concern about the park been a beautiful place. we wanted to make sure it was maintained and would continue to be operated in a professional manner. as i mentioned, we had another stakeholder meeting in the next couple of weeks, and we hoped to come back with concrete s

it is all retained in the harbor. >> could you clarify for the port operation within the harbor fundsnd there is no access to the general fund? >> all the debt, the revenue bonds and the loans are not general obligations backed. they're pointing to the harbour revenues. also, in relationship to revenue bonds, the agency collected interest tax revenue and pay down that debt. they found the rate sufficient to pay back the debt. they're paying interest only and we're working closely with the city to try to assert that those tax revenues should accrue at the harbor. >> ok. i want to make a couple of comments. this has been a very helpful session. part of it is that we're trying to improve our communications and give all the stakeholders a chance to talk to the commission. i want to speak to a couple things. we will commit to a more communications in meetings. the port commission supports the staff in that regard. we had hoped that perhaps one meeting would be able to resolve these questions. there is no magic about the september timeline. since the rate increase was not proposed until jan

and what they are presenting is that the north harbor rates for the fully revised, refurbished harbor should be given to the south beach harbor. and it's wrong. it's unreasonable. it's unsupportable. it's not logical. and the rationalization for this increase is the tattersol report that is being represented as indicative of market value and it's flawed, biased report that shouldn't be used to determine market value. there are other reports that indicate that lower rates are more appropriate to market value. for example, the east harbor operated by parks and recreation is more typically of market rates and it's consistent with our current rates. and i want to urge you to direct the staff to reconsider the tattersol report as an establishment of market rates for the revised conditions for the south beach harbor tenants. the possessery interest tax has been taken away from our harbor and pledged by contract to be used for debt service and interest on the loans and as justification for the increase in our harbor rates the explanation has been given that we're underwater. we're losing mon

as for the secretary of the advocates for south beach harbor. i would like to start to echo john masters' comment people -- ,. peter has been a great representative and has worked diligently with the tenants. we don't always agree, but he has been of good man to work with. i want to talk about berthing rates, and it seems to me there two drivers of the berthing rates. one is we have a deficit. i think all the berth holders understand the deficit has to be made up out of revenues. so we are down for that. the other driver is market value. what is the market value of south beach harbor today compared with others in the area? when we look at the berthing rates, and i have prepared an analysis for south beach harbor. i would be happy to go over this line by line and see what's what. it would take an increase of 17.2% to break even. pay the deficit. eliminate the $810,000 deficit. that does include some additional revenue peter has mentioned, some we list revenue and the charge for the second parking pass. -- wait list revenue. we also have additional

-- while these funds remain outstanding, they are collected with the heart go set -- with the harbor so the annual revenue is 24 times the aggregate revenue of the bonds filing -- falling due within that year. failure to do so could result in a technical default of the bonds. so, these are big, serious challenges. right now, with the deficit, our financial staff is working hard to analyze the financial data we have received over the last couple of months. we were alarms about the -- we were alarmed about the operating deficit. we were alarmed about the operating ratios. we were alarmed about the bcdc obligations. we have cut expenses vary significantly. we have looked at the revenue side of the equation. nobody likes to get their rent raised. i understand that. we did hire a company to do with -- to do it, a professional survey certified in california. unfortunately -- actually, fortunately for him, he is not lie( because he has a jurynot duty. but we have set up a meeting with representatives of the advocates for the south beach harbor review to go over the rate methodology. the ass

we will put signs up down at the harbor. lating to someone's comments that the port was the dillydallying on sending out list of tenants. the request was sent in by e- mail to the ports, who sent it to the city attorney, who came back to us and said that information is proprietary and against the law to send it out. we will explore it further. we are reacting to a specific legal opinion from the city attorney. if there is a way to get around it, we will try. but i do not know how. i do want to thank the advocates for south beach harbor. we do have a good relationship. we will continue to meet with them on a regular basis. it is not easy. there are some difficult questions. regarding the america's cup, that is an opportunity. we are housing five or six of the chase boats for the race that will be happening next week. they will be here for a number of weeks.

of course it was one of the great proponents of civil defense. this is before pearl harborn 1941 thousand of new yorkers in early '41 volunteer to be air raid wardens or help them. the notion is they cam come over here. they may be able to do it. why take risk it's a way of mobilizing public opinion behind the ally cause before we're at war officially with the access. by the end of the war something like 400000 new yorkers took part in civil defense initiatives either as labor wardens during air raid drills or scanning the sky for bombers. my father-in-law did this as a 13-year-old in brooklyn. i had an uncle who did it in queens. he had a metal helmet like the guys ask. they had him looking on at the efforts. and in fact, this is civil defense poster from world war ii. the nazis didn't want to bomb new york. hitler was very clear about it. the head they were clear about it. there's a remarkable transcript from the '43 he says well, if we develop the technology the long-range bombers with the fuel tanks you do this getting a problem getting them across the thick at this poi

throughout the whole harbor area, about five people are killed, only five. the window class is shattering all over manhattan. jersey city hoboken. it's a big mess, cost a lot of money. what is interesting that the time, although the u.s. government was aware of german sabotage efforts going on, it's the kind the investigation inquest concluded this had been a freak accident. this only after the war, after dogged investigation was a proven that the german at kaiser's government had actually triggered this thing. that was decided by a joint german american court in an inquiry in 1939. guess what? adolf hitler wanted to hand over money for this to america as reparations. no, but the west government did and the payments continued all the way from wes germany up to 1979. well, we finally entered the war on the allied side in april 1917 after the germans had resumed their submarine warfare against american vessels at sea. and again, there is this sense of a moment of unity, of new yorkers and americans coming together. this is a photograph from june of 1917. the ne
