davis: last november congress extended the home buyer credit, mr. speaker, for buyers who entered into a binding contract by the end of april of this year but only if they closed on their house by the end of june. i agee with my colleague from michigan on the need for this extension, but only those who close on their houses by the end of june would be eligible. the slow grinding gears of bureaucracy have left many potential home buyers who could build equity and build for the future out in the cold on this and by doing this extension we buy an appropriate amount of time for those who signed contracts by the april deadline but haven't closed yet to close. in short, we need more time. this bill does not extend the deadline for signing a contract to buy a home. the contract still must have been signed before the deadline at the end of april but it does provide relief for those home buyers who haven't been able to close but who might be depending on the tax credit for the down payment for closing costs. it's unfair to leave those home buyers in limbo. to

bring the troops home from afghanistan. >> i have to say to the honorable gentleman that i just do not agree with him. i think that if we brought the troops home precipitately -- if we did it straight away -- not only would we let down our nato allies, not only would we let down the afghan people, but we would create circumstances in which the taliban would return, and the danger of terrorist training camps in afghanistan would come straight back. i know that what we are doing is dangerous and difficult, and it is costing us dearly. i am acutely aware of that. however, i think that we must put our effort and our shoulder behind the wheel of the obama- mcchrystal plan to make sure that it works as well as it can, and accompany that military surge with a political surge, seeking a political settlement to get taliban fighters to put down their arms and reintegrate into afghan society. that is the way in which to create some stability in afghanistan -- never a perfect democracy, but some stability -- in which case, our troops can come home with their heads held high. >> miss anne mcintosh.

i wonder if you could talk about the political battle back home. at is the environment when you go out and talk to folks? what are they asking you, and what is your sense of this election season? >> jobs, work, and the economy, no question. i have 14 counties just south of charlotte, n.c. and the unemployment rate in all 14 has been in the double digits for some time now. there is one district of a cyclical unemployment layered on top of structural unemployment. the structural unemployment coming from the demolition of traditional industries on top of the cyclical effects. we will probably be the last recovering. i have people very much concerned, very worried. in small towns, large cities, whatever it maybe, they are concerned. and secondly, when you get down to the man on the street to the builder to the developer to the small-business person, they do not see it. they do not feel it. when you talk about the recovery, they do not feel any of the so-called recovery. the economy is a big burden to bear in this election. >> senator mahaney has seemed

the u.s. that is ready to start companies producing at home. finally, i believe the repatriation initiative is important because it focuses the u.s. on competing internationally for these jobs rather than states competing for other states for existing american jobs. instead it will lead to net job growth in the united states. over the last four months i've been encouraging secretary locke to announce a repatriation initiative. as a result, i'll be courage urging the appropriations committee to include language in this year's bill, 2011 commerce, justicee science bill to direct the department to launch such a initiative, working with the governors of this country. i hope the administration and my colleagues in the congress will embrace this initiative and reach out to large american companies about bringing the jobs home to america. a major repatriation program will allow us to create new jobs, promote u.s. exports and demonstrate that america can still be a highly competitive manufacturer in a global market and yield back the balance of my time.
