i think the house republican budget went too far. i just don't believe that we need to cut the basics in education for the lower-income families across america. and that's exactly what the house republican budget does. let me give you an illustration. they reduce dramatically the amount of money that's going to be spent on head start. i don't know how many members have had a chance to visit head start programs. i did a couple weeks ago in chicago. these are kids from the lowest-income families in chicago. these are kids who are most likely to drop out without some intervention, most likely to struggle in pre-k and kindergarten and most likely to have a difficult time learning. so they bring them into head start at an early age and they learn. and the one that i visited in chicago was nothing short of amazing. they were teaching these little kids, and they were so impressive, chinese as well as nigerian lie electriniger dialee chattering away. this cannot help but prepare these kids for a classroom setting. the house republican budget

-- new york recover from the housing crisis. they said over 400 units were converted into rental housing. now, some of my colleagues say this is not important or should not be a priority but i can tell you it has been a lifesaving program, particularly to the families that are living there now and to their neighbors and to the housing prices in the neighbors where these housing units are located. funds has also been used to assist multifamily buildings in distress and has provided long-term affordability for renters. it has also provided jobs. the number two priorities of most communities across this country are housing and jobs. and this program helps provide both. my amendment points out why the program is so desperately needed by listing through findings the number of vacant homes that could be eligible for funding by state. for example, in the home state of my good friend and colleague, mr. miller, california, there are over 92,000 homes that have been vacant for 90 or more days. in my state of new york there are over 16,000

the red line. this is housing's contribution to the growth in gdp. and you can see that huge gap as housing investment tanked, became a huge negative, led the econy into recession. and the blue line, the other line is gdp growth, and you can see how deep that was. but as jim pointed out, gdp's now been growing for about six quarters at an average rate of 3%. employment which, of course, was a huge negative in the private sector has now been growing for 12 months, 1.5 million jobs. and what you can see is housing, the contribution of housing to gdp growth in this slide is about zero. so it went from being a huge negative to being a zero. now, if you look back on the earlier numbers in the expansion of the 2000s, you see it was an important contributor. so certainly housing investment is not contributing to economic growth, and often coming out of a deep recession that's precisely what you want to see. you want to see that contribution, and we're not seeing that. so i'm not saying that it's, that we're out of the woods and everything's all better, but i
