is it the supply of affordable housing? the low-income housing credit focuses on this, by creating an incentive for developers to build or rehabilitate affordable rental units. or is it instead the ability of individuals and families to afford their rent? we do not currently have rental incentives at the federal level, but some states such asma ma do a -- such as massachusetts do have rental incentives. is it instead for the individuals and families to buy homes? if that's the concern, then many economists suggest that the main barrier to homeownership is the ability of buyers to pay the down payment and closing costs. the first-time homebuyers credit focused on those initial expenses, but the home mortgage interest deduction and state and local tax deduction focused instead on the ongoing cost of homeownership. one major design choice is this one, which of these types of housing access to encourage and what expense is associated with that housing access to subsidize? this is important because subsidizing the wrong expenses
