the house agriculture committee debated its version of the farm bill yesterday, while this break is under way we will show you a portion of that. >> response to the gentleman from iowa's concerns. every point he has raised i don't question whether it is a legitimate point or not but clearly these are points that should be examined and should be done with the hearing. every other area, we have questions about the effect that impact programs we have a hearing. we have not had hearings on this, yet and still the basis for these cuts is not based upon any analytical information of what is good or bad for the american people but more or less trying to get a figure for deficit reform on the backs of those people who need our help. $20 billion? folks, that is an awful lot of money. do we know what impact that is going to have on one of the fastest-growing class of recipients of food stamps? you know who they are? our veterans. 1.five million. are we doing them right with how that least examining? what is the impact of this going to be? 80%. of the food stamp recipients are children and seniors.

constitution establishes many states rights represented by members of the house agriculture committee to enact laws to protect citizens from invasive tiazac diseases, and maintain standards and ensure food safety and unadulterated the products. while this is by ustive, regulan illinois, indiana, iowa, maine, michigan, new york, ohio, wisconsin and california would be potentially notified. the amendment will target states was to protect safety and interests within their state boundaries. the amendment does not offer a respectful adherence to the 10th amendment. it is instead a dangerous federal power grab creating a prohibitively burdensome government requirement for federal action on import local and regional issues they should be handled by state laws. i know mr. king has done his due diligence to narrowly tailor this amendment to target my state, but the farm bureau different agriculture industries uncertain of their future and validity of their state laws if the amendment were to pass. i strongly oppose its federal overreach which would nullify state laws protecting public health.

the house for one minute. the speaker pro tempore: without objection, the gentlelady is recognized for one minute. mrs. noem: i rise in support of passing a five-year farm bill. the house agriculturemittee acted last week to pass a bipartisan farm bill by a vote of 36-10. it saves nearly $40 billion and makes substantial reforms to the food stamps programs and farm programs. it eliminates direct payments and consolidates many of the conservation programs and through this it saves money and promotes a strong safety net that is accountable to american taxpayers. we know that the ag and community will take cuts given our nation's fiscal situation, but we need to continue to support good policies that support our ability to grow our own food in this country. the farm bill we passed out of the committee represents the first reforms to the food stamp program since 1996. we put a lot of work into this reform and making sure the money goes exactly where it's needed. it closes loopholes and cracks down on waste, fraud and abuse. the reforms we make makes sure we keep integrity in the program. it makes sure assistance goes to those who need it the most. i believe we need to hold the federal

i'm honored to serve on the house agriculture committee and last week the committee held a markup on h.r. 1947, the farm bill. i believe we need a farm bill that constains smart, forward thinking policy, a farm bill that ensures that farmers are able to make a living. a farm bill that benefits the american economy. a farm bill that ensures that the good -- food grown in america makes it to the plates of every american. and a farm bill that isn't ripe with fraud, waste, and abuse. the good news, mr. speaker, is that a component of that smart forward thinking policy already exists. it's called snap. this program ensures that 47 million people out of the 50 million hungry in this country are able to put at least some food on their tables when they otherwise couldn't do so. this program ensures that the food grown on our farms makes it to every american's stable, not just the healthy -- wealthy few. it provides a catalyst because the snap benefit is spent in our local groceries stores and farmers markets, generating jobs and revenue. every snap dollar results in $1.72 in economic activit

the house farm bill. in july, 2012, the house agriculture committee reported a bipartisan farm bill that included $16 billion in food stamp cuts. guess what? the speaker and the republican majority refused to schedule that bill for a vote. and so the agriculture committee has now marked up bill, this time with $20 billion in cuts to the snap program. why are you so determined to attempt deficit reduction on the backs of the poor and less fortunate in our society? the snap program helps families that have fallen on hard times and helps them feed their families until they can get back on their feet. i am very upset by these proposed cuts. i ask my republican colleagues to take a fresh look at what they're proposing and reconsider these cuts. cuts that will affect two million poor people, many of whom are children and the elderly. mr. speaker, we are a nation that helps the less fortunate. this is not who we are as a country. we are compassionate people and we should feed the hungry in times of need. thank you, mr. speaker, i yield back. the speaker pro tempore: the gentleman's time has expired. for what purpos
