large parts of houston are under water. the city sits at close to sea level and flooding happens regularly. experts have warned city leaders that they need to address this to prevent more deaths than damage and for right now houston's mayor says they can om send out crews to rescue people from the damaged homes and take them to shelters. >> i woke up about 1:00 this morning and the first floor was completely like under and i live on the third floor and by the time i got downstairs, i was like already at my waist. >> now it is not just people needing help. emergency responders and volunteers rescuing 70 horsers and trapped by high water and some rose up in the creeks. trying to save the horses was not easy. >> they are part of my family and i have to save them. >> some teenagers decided to have fun with the floodwaters and it probably was not the smartest thing to do. they were jumping and fast moving and in dirty water. besides sitting at sea level, houston has another problem with flooding and a population boom has turned empt
