he was crowned king of the conservative world at cpac and the chairman of the iowa republican party hasited him to headline their annual lincoln dinner in may, citing his 2016 potential. meanwhile, politico reports today that the young gun once believed to be the future of the republican party has fallen entirely off the radar among members of his own party. could it be that republicans are ready for rand? on friday, rand paul gave america a road map to his strange, strange land, releasing a budget he calls, quote, a clear vision to revitalize america. perhaps, you might also call it paul ryan's budget pumped up with insane levels of human growth hormone. rand paul's plan balances the federal budget in five years, half as long as paul ryan proposes. while paul ryan drops the tax rate to 25%, rand paul calls for a 17% flat tax. both plans eliminate the tax on capital gains. and when it comes to shrinking the government, paul's budget follows in the footsteps of his father. >> the department of education, gone. interior, energy, hud, commerce, gone. later, bureaucrats. that's how ron paul

if he runs, he has a chance to win, but given that, you know, he's had some troubles in the past, iowa the state that president obama won. so not going to be easy for republicans, but, again, king did win a very competitive house race in 2012, as well. >> one other race where there is tea party versus establishment. georgia seat is open, saxby chambliss leaving. a lot of republicans talking about running. paul brown, a tea party guy already in the race a lot of other candidates talking about getting into the race. this is georgia, right? still a republican state. but does it matter who republicans nominate? if they nominate brown, are we looking at a situation -- are we looking at a potential christine o'donnell from four years ago? >> nominations always do matter. since 2010, republicans typically go for the most conservative candidate in these primaries. it's not always true, but, traditionally, that's what we've seen over the past three years or so. but equally important, democrats have to find a candidate, as well. >> they have no one right now. >> the reason they were able to win

murray: i yield to the senator from iowa. the presiding officer: the senator from iowa. mr. harkin: mr. president, this will be the 36th time that we have voted on repealing the affordable care act and i know senators on the side want to reet-vote to repeal that. that's fine. but i want to warn you because of the way this amendment is drafted, it also repeals what we put in that bill on education, to-wit: we put in money to increase pell grants, we increased money for historically black universities, we put in money to help the community colleges, $2 billion, we also put in there the income-based repayment system so you don't have to pay more than 10% of your income, discretionary income to pay back student loans. all that is wiped out in the senator's amendment. maybe it's just a drafting error, but i think senators should know you're not just voting to get rid of the affordable care act. that's fine if you want to do that. i don't think senators who are on the other side of the aisle who are here want to vote to derecess pell grants and decrease funding for universities. th

think that these comparisons that we've been hearing, to sort of like the new hampshire primary or the iowa caucuses are kind of apt. all the cardinals will spread out around rome at their so the of titular parishes as they call them. you can see the parishioners cheering for their cardinal. but there is a sense here that the equation has changed just over the last couple of weeks. since pope benedict. now pope emeritus decided to step down. more than half of these cardinals have never been in a conclave before. they were actually appointed by benedict. and so were sort of getting a sense that they're getting to know each other and maybe coalescing, andrea, around a few candidates, a few being maybe a dozen or so. >> you know, and chris, i have this vague memory, correct me if you recall, there was one moment when the smoke coming out, i cath remember whether it was john paul 1 or joi or john paul the smoke coming out was sort of grayish white and our colleague, keith miller was there and people were not initially certain whether it was white smoke and whether there was new pope. >> it happ
