iowa? >> i think they are dissatisfied with the tea party people in iowa caught them off guard. >> in what way? >> because of inactivity by people who are not tea party republicans. we have to re-energized the republican party. it includes the tea party candidates. everyone likes our principles better get activated. out of it, the tea party will help reactivate our party so we can be a more major force, not only in iowa, but in the nation as a whole. >> a number of your colleagues have described chris christie as a moderate. from your vantage point, is he a moderate or conservative? how would you describe him? >> i have not had a conversation with him and i don't think i should characterize his opinion. i think there is a tendency that if you are not a purist on everything, you are a moderate and i don't accept that. i think you have to look at people issue by issue by issue and i am going to give governor christie an opportunity to tell me issue by issue where he stands and i will make a judgment. so i cannot answer your question right now. i should give him the opportunity to talk to me r

remember the current governor of iowa is a moderate conservative, not a hard liner. and he is the most elected figure in iowa history, i think. at least at the governor level. so i think that these states are complicated. what the country wants is real change. 80% of the country dislikes washington. i think we will nominate a governor in all probability. and you have to say that chris christie is on the short list of people. he's not the front runner because nobody is, but he is in the front ranks. >> but newt, do you think those images of him arm in arm with president obama, that stigmatized him so deeply with the base, will resonate? surely they'll be used in primaries against him. >> all you have to do -- turned to me and said if you love the jersey shore, then you wanted to see the governor thank the man who was bringing them resources. because they were hit really hard. i was just in new jersey last night talking to people who are still hit really hard. >> of course. but the base didn't like it at the time at all. >> christie's got to look at folks and say i'm go

it was an interesting message she was sending i thought to iowa. thestion is how do iowa republicans respond to that? sn. >> i mean, my suspicion is they won't respond it to very well. there's certainly a path in which christie can become the republican nominee without winning in iowa, which john mccain did. he has to figure out how to translate this message. he accepted the medicaid funding under obama care. he has to translate to more conservative voters in the south. he'll need some tea party voters to support him. how does he translate that and explain some of that as he goes looking forward. the next race is the primary in 2016 and that is full of conservative-looking voters. >> you know, beth, when you have -- and the last days of the campaign, particularly in a state off-year election, you see plenty of outsiders. they get brought in to help with get out the vote efforts because you want to build a crowd. that's not what chris christie did yesterday. he toured the state with susana martinez, not a household name in the state of new jersey, a rep

[inaudible] the presiding officer: the senator is recognized. mr. grassley: i'm going to vote not to bring up the nomination of judge wilkins. i have some concerns about his record but i'm not going to focus on those concerns today because there's a lot bigger issues that we're dealing with. i have said it before and i'll say it again, by the standard the democrats established in the year 2006, we shouldn't confirm any more judges to the d.c. circuit, especially when those additional judges cost approximately $1 million per year, per judge. the fact of the matter is that this d.c. circuit that they want to make three more appointments to -- and this will be the third of these appointments we've dealt with -- that that circuit is underworked. the statistics makes i make it abundantly clear, but i'm not going to go through them all again, as i have in the past. i will mention a couple of brief points regarding the caseload. d.c. circuit ranks last, for instance, in both the number of app
