the tax exemption expiring with the irs auditing the proposal. that provision doesn't get as much value as it otherwise could because it's not permanent. that statutory rate turns out is actually more important sometimes when people are looking at the stability of our tax system and the competitiveness of it. >> do you want to jump in on that and whether we should look at other taxes beyond the income tax? >> i think in a perfect world you will want to do that. and i also want to agree with what the other two have said before. one of the real draw backs to doing all this stuff is the way frankly the congressional budget office and the joint tax committee comes out on some of these issues. i really do think there's got to be some latitude in the congress on using their estimates as gospel in all of these questions. i just -- we're never going to get to where we need to go on a lot of both the spending and the tax questions if we take a very strict view of what's going to happen in the budget. let me give you an example. in the mid '90s when bill c

pass out a voter's guide as some churches have been doing over the past few years in violation of the irsn the churches that we are going to bring to washington. we want them to have the facts. >> we do know that the vast majority, 90 plus percent of african american voters support president obama. what did you make -- i'm curious -- of mitt romney courting the black vote? >> i think that in many ways that's a good sign except that it's not going to work because what black voters want is not a visit from a presidential candidate but a change in policy. and i don't think governor romney will be able to change policies that would be attractive to african americans or latinos so those visits are good. it shows that at least someone is conscious of the fact that we have a rainbow of people in the country who presidential candidates ought to talk to. it's not going to work. president obama is probably going to get 95% of the vote. and that's tragic because republicans think either if they get a black candidate who aspouses the same old policies that somehow african americans are going to flock

if the irs finds they threw away their passport to avoid taxes they will be subject to 30% capital gains tax on future investment gains in the u.s. regardless of where they live. this piece would eliminate any gains for announcing your citizenship and the 30% rate on capital gains in keeping with the tax rate that is already applied on foreigner's dividend and interest income makes sense. if it is determined the individual has renounced their citizenship to avoid taxes, they would be barred from returning to the united states period. they could not set foot in this country again. current law is already supposed to bar reentry for individuals like mr. saverin, but there have been problems with enforcing it. in 2011 a record 1,780 people gave up their u.s. passports up from 235 in 2008, but because the 1996 law contains no enforcement provisions, no individual has ever been barred from returning to the united states for tax avoidance. our bill fixes this. so our two-prong plan is simple. if you renounce your citizenship to avoid paying taxes, you can't set foot in america again and any inv

the old mantra used to be that employers are more afraid of the irs than they are of the i.n.s. now it's the dhs, but it's true. the irs can, one thing they can do really well is open can't at, assign a name and do debits and credits into that account. almost all of our large employers at least use completely computerized payroll services. so once you've come and signed on as an employee, you're in the new x, y, z visa program and 10% of your gross will continue to be deposited into that account. at the end of the 24 months or 30 months or whatever we're going to come up with, you transfer that money home, it goes into the lowest end of the economy in the sending country. no government officials are involved. you can do whatever you did as you want to and you go home. if you don't, that money is forfeited to law enforcement. it's little raeterally a bounty head instead of usi paying for all the border patrol, therapying for non-compliance. this created the first-of economic incentive to comply with the terms of the visa sand there's something to be pursued along that way. the em
