the irs has endured years of business cuts. the proposal would continue that trend by further cutting funds for both enforcement activities and taxpayer services. my office frequently hears from people frustrated when there calls to the irs goes unanswered rate it takes a long time to connect with an official at the irs, especially those seeking information so they can comply with the tax operations. i would imagine other offices here from constituents with concerns. the solution is to give the agencies the resources it needs, not to slash the budget further to score points. like the chairman i am concerned about the strategy to close the tax gap here and we are interested in hearing more about that and why the department and the irs things it is a good idea to reduce its service delivery rate for taxpayers. we have important ground to cover and we hope to hear our witnesses perspectives and what resources are essential to deliver american taxpayers deserve. deserve nowareians less. i am happy to work with you as the fiscal year

that's the irs scams, the microsoft scams, the other -- my favorite are the carpet cleanings and the roofing scams that show up quite frequently. we're going after the worst of the worst because they're the ones that need the most attention immediately. >> great. well, thank you, everyone. what would you say is the most important and most significant challenge your organization faces in dealing with illegal robocalls? >> i'll start with this. spoofing is the gasoline on the robocalling fire. it allows robocalls, illegal robocalls to thrive, to spread, and it makes it very, very difficult for me to find the bad guys and take action against them. that is the most significant challenge for us is going through the process of identifying where those illegal robocalls come from. it's a laborious enforcement process. we have to send a daisy chain of subpoenas from the end recipient's carrier all the way to the originating carrier because there is no identifier that we can trust in the call stream information. that's changing, which i'm very glad is happening with the shaken and stir standar

next year the irs began using the number as a taxpayer identification number. beginning in the 1970s, congress enacted legislation requiring the number for a variety of federal programs. over the decades, use of the ssn grid not just the federal government but throughout state and local government, banks, credit bureaus, hospitals and other parts of the private sector. as use of the ssn has increased, so have opportunities for misuse. we and congress have made changes to try to protect the integrity of the number. including strengthening the security of the ssn card and requiring additional group to issue them. establishing programs and ensure accurate and timely that the ssn just enumeration at birth to assign a ssn senior was and verify the federally funded programs, employment eligibility and other programs. unfortunately, ssn misuse, identity theft continues to increase. we understand the stress and economic hardship victims of identity theft base. we advise victims how to contact the federal trade commission and law enforcement in cases of misuse for inves
