a complicated country since the day of independence. kenya'suggle to keep the meltdown of somali at bay and stop religious based extremism taking control at home. it is home to a large muslim minority. what is at stake for east africa and the wider world if an armed group on the run next door can successfully metastasize in kenya. a u.n. special advisor in somali and teaches at davison college joins me and peter, director of the atlantic council's african center. peter, what do you do about an enemy that swears it will kill your civilians, if you fight against it? >> the first thing you have to do is recognise that it's an evolving threat. kenya and the other countries in the african union mission have been effective insofar as fighting al-shabab, the insurgency. they scored military successes, rolling the group back they have to face al-shabab, the terrorist group, it's a different order, they need different resources and strategies, that's where they are coming up short. >> the news up until recently had been good. when people talked about al

the latest call by the kenya government is the biggest so far and the threat that kenya will force ton. doesn't have the refugees worried most and have a warning from the kenya authorities. >> translator: if we return then thousands of young men others with al-shabab and no option but to join the group. the only thing to give them a way. >> reporter: impossible to close the camps and any move to locate refugees must be agreed upon by kenya and somalia authorities, i'm with al jazeera, refugee camps in northern kenya. >>> joined by professor of history and international relayings at the u.s. international university in nairobi and good to have you with us and what will happen to refugees? there is a lot of conversation back and forth about whether it's logistic to move that many people in the timeframe and what do you think will happen to them in the end? >> well they need discussions about movement of the refugees and it will not be done in three months in reality but talking point has to be started and to find modalities and ways of maybe setting up new camps within somalia that are

, you mentioned the issue of border security. can kenyaits boarders? >> not perfectly. no country really can, just given the number of people coming through. just look at the united states with mexico. so it takes a domestic effort in the case of kenya and somalia, you see a focus by the african union and the international community. but ultimately, that's just defense. it's just a short-term defensive position to keep people out. the longer-term solution is one that everyone struggled with, al shabab and al qaeda. >> so we're talking about somalia. but on the other side of the waters there, there's yemen. a similar country and a similar situation. do you see boots on the ground when it comes to the arab led coalition against the houthi rebels there? >> i think eventually you could see not u.s. boots on the ground but certainly saudi or other gulf nation boots on the ground. yemen is essentially a failed state. there's very little that the u.s. can expect from yemen in terms of cooperation or counterterrorism efforts. so in that vacuum, sa

at the university in northeast kenya. malcomb webb joins me on the phone live from the scene right now. do we know what's happening inside the university right now? >>reporter: a lot of firing a couple of explosions. we've spoken to people inside the compound on the phone and they've learned it could be one or two attackers wearing suicide vests and blowing themselves up at the end of the siege. this is not coming from officials. this is from eyewitnesses who are inside the compound. they say there's still some fear amongst the security forces and other people there that there might be one more assailant who could be wearing a citizen vest somewhere inside the building where most of the fighting is taking place. the government has said that 70 people have been killed but people that we spoke to in there said the figure may be much higher than that. they said it's also not been possible to count the bodies yet because people are worried about going in because of the potential risk of a suicide bomber still being inside. >>

last week the group killed 148 people in a kenyan university. kenya accused al-shabab of sliding out in the refugee camp. >> reporter: the camps were constructed in the 1990s, covering an area of 15km. by 2011 with half a million living there. it was regarded as the largest in the world. the vast majority are somali. in 2013, a tripartite agreement between kenya, somali and the u.n.h.c.r. agreed a plan for a repatriation back to somali. there has been tensions in the past. kenyan forces have been taking military action against militia for several years, and has adelaide that the camp has been used as a hide out by members of al-shabab. al-shabab gunmen killed 400 people in kenya in the past few years, including 67 victims during an attack and siege in 2013. the tipping point was the killing by gunmen of 148 kenyan students in garissa earlier this month, an attack which the deputy president described as a game changer, comparable to the way 9/11 attacks in new york changed policy. notwithstanding the 2013 repatriation the government issued an eviction

garissa is located in the north of kenya and the northeast province. s a region of kenya largely populated by ethnic somali kenyans of somali descent. small-scale attacks previously. what we've seen over the past couple of years is a dramatic intensification in the size and scale of the attacks launched by a shabab in kenya. these largely date back to 2011 when the kenyan military deployed in somalia and out shabab warned that deployment would have an impact in kenya and the would try to mount attacks. so far, they have mounted a number of very serious attacks. there was the attack on westgate mall, very affluent shopping mall in nairobi in 2013. and there were two attacks about six month ago come also in the northeast region that killed more than 60 people in an attack on a bus and an attack on corey workers -- quarry workers. we're seeing an increase in the number and scale of the attacks and the numbers of civilians killed. i think that is another part of the pattern that needs to be pointed out. these attacks are clearly targeting civilians. this at

this is not the first time kenya has been attacked. this is not the first time that garissa has been attacked. and every time there is an attack the government comes up strongly and says that they will deal with an aggravation. the president says that they will do with the this in the severest way possible. but then people see these attacks continuing. they feel that the government needs to do more and they feel the government needs to increase the capacity of the security forces and the government needs to deal with what is a homegrown threat. we know this because the government has said many times that al-shabab elements in the country, we know that young kenyans are increasingly and very easily being recruited into al-shabab ranks. we've seen from previous attacks we have seen that most of those in the attacks are kenyans. the people say that the government needs to deal with that. also the government needs to deal with the corruption within the police force. last year several people were killed and locals are telling me that for $1
