you do not have to build out the kitchen in order to sell the unit. you can buy a unit that does not have a build out kitchen. there is nothing wrong with that. that happens. so, as long as the stub is there, the plumbing is in the wall you do not have to have a bill out. literally the only thing is the door. i have no problem with that. commissioner antonini: i would like to leave my motion as is. as i stated earlier we're better as i stated earlier we're better off with the larger units
