i hope i'm doing the presentation right here. i am caleb and i am from la cocina and a nonprofit organization located in the mission district here in san francisco. cool. so i think i was going to talk about what la cocina does just in case some of you don't know. hopefully in the off chance that you all know and maybe about what we see as the barriers existing and the potential solutions but our mission is help treps and providing commercial space and technical xeaft existence and access to market and capabilities and focus on immigrant women and women of colors and born out of initiatives for women so overall the goals is improve profits and enhance quality of life for families and local community. the history of la cocina is that was born out of san francisco mission's district and the womens' initiative and others were doing in writing plans with inspiring entrepreneurs. there are lots of informal entrepreneurs at the time and folks and mostly women selling food from the home or on the street to supplement the income they were getting. i think probably

they actually didn't talk to the la enforcement staff and we did. and in as a result of those contributions, or those conversations, it kind of difficult based on the way that la handles the enforcement matters in terms of settling or resolving them. and the way that we do to really detect what the actual differences is in the number of cases that are settled verses dismissed. and brought to hearings. obviously, the enforcement aspect of our work is something that has been under the microscope for a very long time and we dramatically improved the capabilities and the enforcement work and the way that we handle cases and i think that that, those efforts have or of really resulted in much better work by us and in this area. particularly with the current staff that we have. and it is something, of course like everything else we can find room for improvement and we are working on ways to continually improve. we could not move these particular matters in terms of excess contributions and forfeiting etc. into the enforcement area and that would actually im

mulroy: the las vegas strip uses only 3% of all the water that we deliver. and when you think about it, it's the largest economic driver in the state, the largest employer, bar none. they knew they had to go the extra mile. and they've embraced conservation. and it's almost beyond belief that they're right now in the process of building another 15,000 rooms. southern nevada recycles 100% of its wastewater. so for every gallon we put back in the colorado, we can take an additional gallon out, or we send it to reuse facilities. and we deliver it to golf courses and parks and other outside applications. man: water's about a third of our budget. that's a lot of money. the lake right over here, 24 hours ago that was in somebody's house. it's been through a treatment plant. and now it's in our lake and we're watering with it. narrator: these reuse and conservation techniques enable las vegas to exist in the desert. another important form of conservation is preventing leaks. man: every drop counts. all water systems have what they call an efficiency rating. so if y

phoenix is probably the most quoted market. even here in las vegas, the year over year returns have been tremendous. many people look at these market, and they blame it on investor activity. they blame it on the private equity funds that are going out, buying homes, and in some cases, i've even heard stories in florida, in southern florida, where certain private equity firms are willing to pay more for a foreclosure house than the house across the street that's not in a foreclosure. that's because their investment mandate calls for them to buy foreclosures and not regular sales. so that's something to be worried about. but longer term when you analyze the demographic trends, when you look at the amount of supply actually available on the market, we're actually quite constructive on housing. we've done a lot work on this. if you look at the last four years, the amount of absorption of housing, because housing starts have been running at such a low level post credit crisis relative to their usual rate, the amount of housing that's being created i
