benefit of the library being built. that is a very important commitment of hours. we will continue to do everything we can to make that happen. there are a number of people in the village that i would like to thank. so many that i had to write them down. first of all, the people that work with the community to come up with the design that you ultimately approved. we have caring and maria from the architecture design company. [applause] it will be a beautiful library. the mayor already made reference to these guys, but we went through a competitive process to find the very best folks we could find to build this library. we are very fortunate that the winners that emerged from that process or bayview kck contractors. freddie carter is not only the vice-president, superintendent on this job, he was our first local higher on this job. he is -- this is his local library. i will not tell you what his address is, but he can walk home after this is done. if anybody is going to get this library done right, with people from the ba

this will be the bayview neighborhood library. out low wonderful cultural merit we will have for future generations to come. i also wait to make a shot up to one of the assistant superintendents who is here. thank you for being here and inspiring our young people to do great work. i am the city library and. it is my honor to be your emcee today. it is a program that we begin the ceremonies today by having an invocation. so i would like to call to the podium dr. walker, from the true hope church of god and christ. dr. walker. those are the magical things about a library. that is one of the reason why the commission, the city family, decided that we would not simply open up a place where there was going to be a bunch of tables and everyone would sit there and be quiet. it is a place that is vibrant, a place where things happen for children, adults, and the community. i want to say thank-you for all of you, for your hard work and commitment to making sure there is a place for us in the bayview for all of us to dream once again. everyone knew where the library was. i took a wrong turn on silver and they set me in the right direction. that says something about the community. people know where the library is. this community has suffered a lot of loss, feeling a lot of sadness. but this is all so a very full community. it is full of families, full of pride, full of hope. it is very full of possibility for what will happen in the future. and you are going to need a lot of community togetherness to get to that future. in the beginning was the word. the library will have the words you will ever need. come on down when it opens. for two years, the library commission has never once uttered a word about this matter. they have never discussed what the sunshine ordinance decision was. last thursday, nothing was on the agenda again and nothing was said about that violation. i think that is pretty shocking. continuing with the library commission and the library's apparent disinterest in how they're treated and how the library may have made administrative proposal to change all of its materials to the same length of time for borrowing the same number of renewals, basically, everything is the same, which is not. >> mr. president, supervisors, i am pretty upset about what is happening. washington is a budget train wreck. you know it is going to go badly. i am upset that president obama's own fault goes completely on known. the voters did the only thing that they could do to relieve stress in voting republicans to congress. they said in a contest between political ideation and reality, reality always wins. i see that we are making the same mistake in the homelessness policy and we have for some time. gavi

recently, i made a request to the library commission about their relationship with the friends of therary, and they have been just delaying and delaying. they will not say simple things like how much money they raised last year. they raised $5 million. how much of that money actually made it into the library either in cash donations or in-kind donations? they have already hidden all this information, and they just give these things -- "we provided this much money this year and we did this in this year" -- but there are different years. there is no way to confirm it. some of the comments from previous speakers that they do not know what is going on or do not understand and have concerns about where the money is going need to be address. supervisor chiu: thank you. any other members of the public that wish to speak in support of this district? ok, at this time, why don't we move to members of the public that wish to speak in opposition of the district? please step up. if you could step up to the microphone, yes. >> good afternoon. i am a homeowner. i was opposed to the project from the

. >> stop the corporate rate of the public library. do not take money from the friends and family foundation. the friends are allowed to operate without agreement with the city because they would not answer questions about the finances before your finance committee. they do have an agreement with the library that they refer to as "the framework." the secret is that they are not in violation of that agreement. that agreement states the $16 million a promise to raise for the branch library improvement program includes their own overhead. they will raise $16 million for fixtures and the neighborhood campaign itself. the quarterly report shows that the program, which is 80% complete -- the friends have raised 7.1% of their commitment. it turns out that not even this is true. when we examine the budget report from the construction program and we compare this figure for furniture, fixtures, and equipment, this exact figure, $1,143,747 includes $273,000 from the library presentation -- preservation fund. this is public money. instead of raisin

i'm a member of the african- american interest committee here at the library. s our hope that you will be profoundly moved and inspired by what you hear and see today. social justice is concerned with equal justice, not just in the court, but in all aspects of society. this concept demands that people have equal rights and opportunity. everyone, from the poorest person on the margins of society to the wealthiest, deserves an even playing field. every race, every color, every culture. what happened in 1955 is not unlike what is exploding out of the headlines today. it was a young person's death that started the uprising in tunisia. it is young people on the front lines in egypt. slowly but surely, the young people in sudan are following suit and rising up against an oppressive government. it was a young girl who stood still when she was ordered to give up her seat to a white woman, violently taken from the bus, pushed into a police car, ridiculed on her way to the station, and shot inside a jail cell until she was bailed out hours later -- shut inside a jail cell

libraries have been very important to me. that's where books are. [laughter] i mean, i spent the first 11 years of my life in a tiny tiny, tiny town in oklahoma that had no library. like at the school does one jump that some books on it and you could take those home. but you went through those books pretty quick. when i was 11 years old my family moved to a college town in montana that had more than one library. that first summer sidewalks. they have sidewalks also. [laughter] we like to rollerskate. so that first summer we spent -- moved from oakland to montana probably isn't, it sounds like one state to another but it was a college town. and two as it was basically like we have moved to paris. [laughter] that first magical some weird roller skates, and the sidewalks and would rollerskate to the library every day. and we just thought we had moved to civilization. no offense, oklahoma. [laughter] and you know, when i was in high school i would skip the school a lot. i would skip -- that doesn't sound good. stay in school, kids. i would skip school and go to the library. [laughter

in 1974, they completed three panels that were placed in the library -- in the lobby. they depict native, latino, asian american, and african- american heritage and culture. >> that artist was talking about the history coming alive. that is what we want for the students here. i also think they might share that with past alumni and the community, so they could no the treasure that we have here in the schools. many people have the same experience i did when i first walked into this building three years ago, being the new principal. the grandeur of these murals is fantastic. many of the students who have come here have come here and are very proud of these murals. they're so happy that they're still here and are being preserved. >> to learn more about the civic art collection, visit
