in the counties and the parish's have levee board members that are appointed or elected by the local officials that interact with the mississippi system that make decisions as to what should happen. that being said, a lot of them have been put in that create electrical power. those were local decisions that were made up forever. i don't have enough specific information to respond directly but i can tell you that the poor people that are being affected by this flood, they are the victims here....
