members of the m.t.a. ard, i like to begin with recognizing our staff who have done a outstanding job and the contribution that they have made to the agency. the first award will go to glenda levine. police step up to the podium. think some of you may be familiar with glenda because she did serve as the union president for the transit inspectors for a few -- for the past few years. she's been a transit inspector for over 31 years. she's been with the agency for over 31 years. she played an instrumental role as it related to coordinating our service for the saint francis circle construction project, as well as a temporary relocation of muni services related to the new temporary terminal location. in addition, glenda joined me along with the mayor, secretary lahood, and house speaker nancy pelosi after the ground breaking of the temporary transbay terminal. she conducted a tour that traveled to the new navy shipyard. that tour was attended by quite a few distinguished guests. it went through with no hitches,

i am joined by aaron miller from the m.t.a. and rachel from the potc which is reflective of the interagen interagency cooperation we have had. i will give you a brief informational overview of the plan which you heard about a year ago, but i want to get you up to date on where we are and legislation on the general plan amendment and the actions we would be requesting you take. linda, could i have the overhead please? . >> my presentation is going to be brief about why we have undertaken this plan in the first place and what the plan contains and, as i mentioned, specifics about the legislation and planning commission actions. the legislation itself would introduce at the board of supervisors by the mayor on september 21 and he introduced two pieces of legislation, one relating to municipal code amendments and one relating to general plan amendments and a resolution urging the planning commission to initiate the general planning amendment which is the subject of this item at this hearing today. the better streets plan we started

primarily the reason for two presentations are to address the specific issues from the m.t.a. site from which the mtc was not directly involved. they did support us in oversight. the automatic fare collection program, the project utilize two contractors. ours was the one that did all the infrastructure to get all of the old gates disconnected to get our systems and infrastructure preparations done. that is on track at about two and a half million dollars. the second contractor that is utilized for the installation is cubic. they perform the installation of the fare gates, the ticket vending machines, both displays for the subway stations. that contract value is roughly at $90 million. the demolition and infrastructure preparations began earlier this year and were substantially completed in july. equipment installations began on august 2 and were substantially completed earlier this month. just a point of clarification, i think there was a lot of information in the media about the program cost being $30 million. i believe the publication or directing the cost at cubic. if you th

Ñi creating in our recent analysis of the m.t.a., we actually had a0t that by guaranteeing the t.w.u.mbers a certain level of pay it created an incentive or disincentive for them to actually negotiate over other work requirements. we actually on that level. we would look at provisions and look at where salaries, for instance, link to other jurisdictions. one of the things we found maybe not so much in san francisco but i have seen this occur in other jurisdictions where 9-v say, this group has to5#v get the sa percentage increase in pay as &xz other 10 counties. well, that's fine except if your county is already at a higher pay scale than the other counties and you're giving them 5% and everyone else is 5%, you may distorting what -- what the pay should be for that position. o#ijeqst too. salaries mean to other m.o.u.'s to the extent that that happens where you are linking positions and responsibilities that aren't linked. that would be something to look at.ffÑiñfi one of the other pieces would be to look and evaluate how provision conformso7oó to state federal laws. %Ñût:wiw3 like mi
