we know you've received a recommendation from the m.t.a. cac that a hearing be held on commuter shuttle and private transportation fees to be considered as part of the current budget discussions or as a separate matter. these hearings will help evaluate the assessments of additional nonregulatory generating feeds to benefit muni. because there is the certain inconsistencies within the public record regarding the fees, we would like the m.t.a. to call for a hearing and from have a transparent and proper fee setting process. and concern four is language access. from a report from 2015 to 2016, it shows that the m.t.a. has spent $112,000 on expenditures for language access. that is 1.1% of your $1.1 billion budget. i see that you're interactions by language and russian is zero for that year. in my neighborhood, i am hearing constantly from my russian community that are seniors and dependent on public transportation. i ask that you look into these four things. i will repeat them again. one is the m.t.a. crossing guard program. also, taxi drivers

and the m.t.a. nd the office of economic development and we -- just as a reminder that the vision that twe are creating now which was the result of a year and a half of public input is a kind of the umbrella under which a number of transportation efforts will flow. so, the -- it is purposely high level. and it is purposely kind of broad in its scope so that it can the capture the goals and objectives of a number of different efforts. like the transportation element. like the freeway plan and like a number of other things that are coming up in the next two years. so it's an important kind of guiding document if you will for a number of upcoming transportation initiatives. >> and thank you for this. i think we often find ourselves thinking that transportation planing is kind of lagging behind some of the land use planning. if we just look at kind of van ness v.r.t., your issue about getting projects done quicker and more efficiently, you know i remember when that was in the planning stages when i moved

tomorrow with the planning commission and on friday with the policy and governance committee of the m.t.a. so we have a lot of outreach and we'll continue to do outreach. the first question around, why are you doing this? in 2010, this project was approved to develop up to 5 million square feet of research and development at the shipyard. that approval was secured in the redevelopment plan. it had been cited under ceqa. and we're now wanting to exercise an opportunity to use that in a more creative way than one may anticipate using 5 million square feet as an additional campus. we'd like it reduce the amount of r & d that was originally proposed for this site and move forward with opportunities for schools that had never been contemplated in 2010 and we're also going to provide opportunities for retail spaces including things like maker spaces. you know how some of the traditional spaces have, you know, dissipated from san francisco? so the new plan allows us to incorporate schools, additional retail spaces. we have our traditional, strong, robust transfer system. and it sets the stage fo

we have gotten increased calls and the m.t.a. is point on this issue, but we are aware there is a safety issue on the embarcadero and are working with our partners to implement changes for a safer waterfront for walker, bikeers and motorists. and then the asset management strategy which is begun in earnest to address short and long-term uses of port facilities, integrating maximum maritime wherever possible, or trying to attract a shipyard operator. and then really working on the cargo leasing opportunities. and releasing the other activities to bring jobs and enhance community benefit and attract capital investment and in bad shape. and they need a lot of investment. and are initiating the economic study to the city and the extra study needs to be updated and hasn't been updated for some time. and with 600 f.t.e.s at work. the strategic plan, i kind of made that number up. i haven't done a full analysis, but we need a lot more people to do what we have before us. the strategic plan is a really good document to help us prioritize
