this is the program that the m.t.a. has been advancing over the last few months to really get these quick build projects in the ground as soon as possible to advance safety and advance the goal of vision zero in san francisco. the projects are mostly reversible or they are adjustable enhancements for treatments, rather. it is like traffic control and like roadway and curb paint and signs, and signal timing and transit boarding islands, these painted safety zones and bike lanes and adjustments to parking to facilitate safety can be implemented as soon as possible by in-house staffing. so m.t.a. would like to sustain this funding level and this level of work for the next few years. we are recommending funding in this current year with funds from the sixth street safety project, which is now going to be fully funded with development impact fees and a state grant as well. the next two years, we are recommending advancing funds from the out here of the prop k. programs. there's a strategic plan amendment to make this. m.t.a.

on behalf of the sf m.t.a. executive team having knowned for 20 years i am here to express our appreciation to ed for his leadership and support during the past eight years. what i am struck by is consistency of the qualities i am going to talk about. there is no waiverring on the depth of these qualities and characteristics ed shared as our leader. as we considered the qualities, it was easy to craft a lengthy list to qualify him for the gem award that he always wanted. he has always led with mutual respect, dedication to equity, sustain ability and fundamental ethics. they are modeled by the person rather than by words, ed is thoughtful, fair and kind. we know this. ed's intelligence is pure and combined with the photographic memory and every detail we could anticipate getting thoughtful questions on any topic. working with him made us better at what we did every day. ed leads by example. he rides the ride and talks the talk. he lives transit first combined with walking and biking. he is not only fit but famil

the idea of doing revolving loan fund using m.t.a. budgeted fund is recognizing we are a partner in a significant number of projects in san francisco and we have equal responsibility being part of the city family to contribute to that. both for public policy reasons. , was secondarily, also correct to have a fund where we are a partner with other projects, and those funds can be made available to those businesses on these corridors. >> i guess my question is, because i'm thinking of haight-ashbury, it is summertime , this is where they make most of their money because they are a tourist area, and i have porsche to try to make sure that the sidewalks are not ripped up until after labor day, but i have also heard from merchants that a lot of them stores have been close during the time when sidewalks are ripped up because they won't be able to afford to have staff come in, and they won't be able to afford it without that kind of business. so we are looking at a revolving loan, but i guess my worry is that what if people don't make it thro

the slip side is the -- flip side is the m.t.a. strategy to play the part of all knowing transportation professionals. if the neighbors and merchants point out the flaws they are told to put up and shut up. they want to play both sides of the fence. mts is enterprise department and they receive 25% of the budget from general fund set as sizes, our money. >> supervisor mandelman: thank you. next speaker. >> good morning. i wanted to take a second to thank you for calling the survey and having it here and thank our colleagues for putting it together. the m.t.a. is eager to work with you to get to the heart of the issues. we certainly a lot of this is not news. we do our own surveys and noticed the correlation with what we are finding. it is why we have been diligent about changing things around. muni service 15 to 20 years ago doesn't cut it any more as we have seen. our meeting forward is working to address this. in places with investments we have seen changes. to the point about bus crowding. the five fulton went from 13% crowding t

the pipeline. that led to things like m.t.a. funding, and helping get planning on the second tube going and so forth. it makes important differences both at a longer term scale and a shorter term scale. so i'm moving on to the second part of our action about the financially constrained investment strategy. so we have to wait for a couple of things to happen before we can get there. the first is that m.t.c. will come up with the regional forecast that i spoke to you about. i can say that it has changed over time. like our transit fares and the prop "k" sales tax. so you'll find when we get this huge revenue forecast, the vast majority of money is already dedicated to current parties, subject to local decisions, but there is a small wedge or piece of that is subject to m.t.c. discretionary action. and that will be the focus of a lot of the actions we bring before our board. on the policy funds, i'll say that sometimes you see policies that happen directly in planned bay area. two key examples that will be of interest to this body a

thank you to the m.t.a. and oewd staff for your work on this. >> thank you, commissioner mar. >> thank you. chair peskin, commissioners, i am with m.t.a. i would like to echo all of these things. we did a lot of work with you and your staff in developing this proposal today, and i appreciate the time that you all put into this. just quickly, in november 2017, with a significant amount of public construction and private construction going on here in san francisco, the city and the construction departments created a construction mitigation program, essentially outreach and work with local businesses as construction as it is occurring on the streets of san francisco. in this program, we recognize that construction does have impact on businesses while this construction is happening. public improvements are great for san francisco, and in the long term, they will be better or the city. during the period of construction, we know there is lack of access to businesses, there is difficulty navigating to them, people

lots of it so i'm happy to see the m.t.a. take steps in that direction. i think this is -- i have some minor qualms with the design of some the protected intersections but this is the best bike lane project that i have seen in san francisco so far and i think this is going to surpass the folk street lane as the best line in san francisco. and i also would like to thank the members of this board for asking when are we going to do more? as director borden just asked. this is a big change in not just how the m.t.a. staff designs bike lanes and i thank you for that. thank you. obviously i support this. >> thank you. >> i am therefore very much looking forward to the long-term improvements for folsom and howard that prioritize safety by creating comfortable bike ways. i am like the director, very excited about the' lum nation of mixing zones and the addition of two-way bike lanes. this will support not only psyche lists feeling safe on every block but all street users for the user so i thank sfmta for the work on the project and i look forward seeing it on the

and it would be great if that pushing came from the people inside the m.t.a. and this board and less pushing was needed in the long term. thank you. >> paul breed. i would like to comment that questions are at innovation and towards this job description but i'm not sure that is entirely applicable in my view. when we look around the world we see places like asia and places like europe that have managed to soft their transit problems. it's not a new solution that i think that we're looking for. i think that it's an examination of what we have already found to be evidently useful and productive activities. we see seoul and tokyo with transit systems to go 160-mile range in an hour and a half and that's not the reality anywhere in america. and so when you contemplate searching for a new director, as this constituent, i would encourage you to examine someone who has experience leading and developing those foreign networks because of those transit networks seem to have done a more functional job at serving their populous than any transit network in my opinion in ame
