i am alan silverman from the marina community association, and i'd like toly emphasize some of the things that lori just said. the marina community association is not against this project. the marina community association would welcome a project like this in our neighborhood. we are supportive of the people who need this kind of housing. we are supportive of the great work that lark ip treat is doing. and if you are supportive of those things, you will vote against this special use district, because it is a complete waste of money. and the reason that it has to go from the 16 youth to the 24 youth and maybe even more is because the community housing partnership cannot make this work financially for their private investors, who want the 9% tax credit. this project -- when i came into the building this afternoon i noticed that french flag was flying over the building, because today is july 14, and in 1789 the people in france were complaining about some things their government were doing. i can tell you, this project has the same kind of smell about it as came from the bastille on that day.

the marina doesn't face those kind of problems and it's about time that we really walk the walk here and we talk about spreading the burden evenly across the community. people talk like it's going to be some sort of a tenderloin dropped in the middle of the marina and that's simply not the case. what we have here is a majority of foster youth who, by no fault of their own, have ended up falling out of the foster system. do people know what that means? when you turn 18 you just fall off the edge, unless you're lucky and have parents that can help you out. there is no obligation for foster parents to take care of youth once they turn 18. so you've got a community that's at severe risk of all sorts of crime and all that. i think if we have the kind of supportive system in place where there can be a transition away from the foster system and into a productive life, that is a national tragedy that this case can address right here. i think it's sad to see neighbors in a very privileged district taking such a vehement stand against carrying their weight, because there aren't many opposites

a woman brought up here recently about 10 minutes ago about a recent murder down in the marina district. i happened to be down at the district when the murder took place. i did not see it. i will say it, i have lived in this city on enough to see that if you look at a murder such as this that took place in the marina and the way in which the crime scene was blocked off, at no time did i see one policemen looking to interview anyone. i have taken nine courses on the administrative justice code, one of them is a police report writing, one of them is investigation, the other one is a criminal investigation. part of solving any murder is taking down notes from as many witnesses as possible. . i have offered my services to two police officers. i ended up talking to one of the investigators later and had to -- and had the pleasure of meeting the man and discuss the city and county been -- city and county of san francisco. i made a statement last year that one of our foremost economists started his career as a police reporter. if you have unbelievable services that san francisco state and city

i have lived in the marina district for 30 years. i have been an indicator for 40 years and have worked with students from middle school to universities. the lowest to the highest academic ability and athletic ability. my question is, how does this benefit the children that they are planning to pile into this unit? how does this benefit them, piling them into an inappropriate building that is going to cost $9 million to renovate? first it was going to be 25 kids. there was going to be overnight guests. now is two in a room. have you looked at this building? i have been then -- i have been there when i was used as a bed and breakfast. the rooms are like closets. there's no public space, no outdoor space. these are at-risk youth. there will not be enough supervision. the dumping them into a neighborhood or they will not be able to afford to shop, to eat, to socialize. this is the most inappropriate situation for these kids. there are other buildings in the area that we have offered that would be way more appropriate for these kids. ther
