mostly because of the mta. we account for about 60%. we have by far the largest usage, and that is because of the work of staff to get us from the delegates to the passage to the ticket vending machines to get all that in place that has really put us at the front of the pact in terms of clipper, which is a good thing. a couple of fee issues, though, that i want to make sure that you know about. the wheat contract the mtc has with the provider is written is that there is a monthly -- a fixed monthly fee in addition to a variable transaction costs paid to the vendor. it had been covered by a one- time source pot of funds that the mtc had. that source will expire, and this fee will continue to be paid by the region until we get 20 million transactions per month, which we are, as a regent, quite a bit short of right now. i believe the total fee that will be paid to the vendor that the transit agencies will have to assume is $100,000 a month. muni's share will be about half of that. the mta will be paid about $50,000 a month until the region'

the mta does not dispute that. he has met the requirement. he is a full time driver in every sense of the world. this has now been pending since 2008. his record is spotless. he has had other apparel people help him. he has complied with every purpose and regulation that has ever been in place. the most fundamental purpose of all regulation -- it is clear the public will be well served if he is admitted to the ranks of medallion holders. conversely, no conceivable public purpose will be served if he is further delayed, denied, or made to produce further proof that he is a driver, fully qualified to be a medallion holder. all practical purposes, if he is denied, he will not have another chance. one of his last act, when we were here in december -- the taxi commission expressed the m.t.a. would find another way to resolve this. that way is now at hand. the mta does not appear to have serious opposition to the board taking action, reversing the decision, and awarding the medallion. you have the power to do it. i urge you to please do it, because

so, we have worked with the sf mta. the first arrows point to increased funding for safety, education, outreach for the build out of the remaining buyout plan projects. providing funds for the next generation of bike projects. leveraging assumptions within the plan, i will give you a couple of examples. proposing to use prop k programming for discretionary brands, like the fund for clean- air and the segment between interstate 280. undergoing design revisions, the cost is increasing significantly. they fired in march of 2012 in time to complete the project. another tip of the that wanted to mention was prop k for early project development. setting up by projects to be set up for other discretionary fund sources. the proposed amended five ipp includes maps for future design and construction. federal funds would need to be clear that the festival level. the last two slides just list the project. very briefly, i would go through a couple on this slide, developing the implementation strategy for bike riding. not long term in

i think these signs and community education that the mta and police department and all of the city family working on in the 200 different sites and schools will help save lives. i also wanted to say that as a parent, i know that as we get to work quickly, sometimes we do not understand as drivers that we share the road with people who are pedestrians and also bicyclist as well. i think signs like this -- even reducing speed in of the sensitive spots, maybe senior centers and other places might be an additional change. when members of the bus a coalition came out to speak at hearings for the community operations committee that i sit on, that was a strong urge that we reduced speed limits, not just around schools but in other sensitive areas. i also wanted to add that mayor lee mentioned that a number of studies had been done in our department of public health. they have looked closely at how policies like this can help make community safer and save lives, so thank you for the efforts. the last thing i wanted to say was that it does not come without a cause. the transportation authority --
