i am a strong supporter of the japantown center's garage new lease with mta. the garage is in district 5 and i know how valuable the nonprofit corporation is to the community. i served on the san francisco redevelopment agency commission and i grew up in the western addition. i know the tragic legacy of redevelopment all too well. for years african americans and japanese americans property owners were pushed out of the western addition fillmore area and japantown neighborhoods. this corporation comprised of business owners and leaders in the community has served as a check against the injustice, a voice for the neighborhoods. that voice is far too important, too valuable to silence it now in the name of cost savings. more over, i am not convinced that eliminating the corporation would actually generate savings. the corporation acts as [speaker not understood] for the japantown and fillmore communities thus increasing the number of visitors to the area and paid customers to the garage. * the increases the garage -- the garage's top line revenue. and without the

north beach and when my constituents learned about this -- director reisk and many other staff from the mta met numerous times to hear concerns raised between last summer and the last few weeks. and to recap the sfmta began considering a number of alternatives to the columbus avenue extraction, that were raised by my office and the community. and presented four options at a community meeting last november. the pagota optioned was welcomed by most attendees, as well as leaving the tbms in the ground north of the chinatown station. i want to thank the sfmta staff for studying the option we're looking at today and presenting it an alternative. the board directed its staff to pursue the pagota a option. first the pagota theater option is far less disruptive to the community. secondly, we will be tearing down a 15 plus-year blighted eyesore that the neighborhood has wanted to move forward for many, many years and thirdly, this is an option that leaves open the possibility of extending the central subway to north beach and beyond. now part of the reason why we have had to move this item so quickl

that's the first place for us to coordinate with the mta and the other sponsors. without giving away too much of that presentation this body works with the sponsors to lay out the next five years of projects. in terms of delivering on time and on budget the most critical to watch is the n-judah customer first project. we helped partially fund a similar project on the [inaudible]. these are critical. it's really the first wave of implementation. these are not subject to the eir. they're accomplishing many of the same things and once it's approved it will make changes to that as well and that is what we will report back to you and on performance benefits as well. >> thank you. i am sure supervisors -- when it comes to that it's a big priority. thank you. >> commissioner breed. >> thank you. i just had a few questions. so this -- i notice that there weren't -- this increases efficiency. do you have percentage wise in terms of what the results of the increased efficiency is as a result of this project? >> i believe our understanding is that these specific improvements

do we have the capacity in the mta to do that? >> yeah, one of the things that happened in the existing local program we have applications for a specific location and then we look at a broader area around that and that could include locations not necessarily the top most in need of traffic calming based on speeding and collisions but because we're looking at an area we will look at a broader area and in the past the locations didn't include the top locations where the collisions were taking place. the backlog results in this and the central richmond project which are ongoing we know we need to transition and clear out the backlog from the local program as we increase the funding for the arterial program but i think if we just look generally across the city at what are the locations with the most collisions? there are on the arterials and focusing on those locations and a residential street that has more collisions than another one and it's more benefit than a larger street in that area might be. i do have a few more slides -- >> an

this is legislation to further the mta's effort which is supported by my office, the mayor's office and many merchants and residents of the north beach area to relocate the extraction of the central subway's tunnel boring machine from the middle of columbus avenue to a less disruptive location on the private property of the so-called pagoda theater which has been a blighted graffitied property for almost two decades. where have we got? the reason we got here started in 2008 with the board of supervisors before i think any of us were on the board. in 2008 the board of supervisors at that time approved the plan to extract the tunnel boring machines in north beach in the middle of columbus avenue at union street. and an appeal of that e-i-r was unanimously rejected by that board. four years later the mta came back to the community and my office in the middle of last year with details around that plan that frankly were quite disruptive and my constituents and i opposed the plan that was brought to light last summer and we asked the mta to consider a number of different options. the option t

the mta can sponsor projects. it no the a retail row. it's the mta to be responsible to meet with cal trans and bart to develop projects. we would invite other interested partners who ma want to coordinate a projector be part of that conversation and also outreach requirements that the sponsors have to take as well as multiple assistants and advisory committee and the board and outreach that will be going on this spring in the summer. so very briefly here is a schedule that is in more detail on page 45 of your packet. the idea that the main work course of this period is may, june, if we are working with you, the project sponsors, a draft prioritization of methodology and we'll come back to you in june or july. at that time we have a board to adopt a state line. they are not required to have prioritization plans and they have a one line item with particular funding. then we have early summer and early fall. if we find we need to, we can extend the schedule. so that sponsors can plan ahead. these are the major capital projects that are in
