if we determine that the need is $8 million per year between the mtc and the school district and transportation authority, we can jointly develop a financing plan for that. we do not necessarily need to wait. as for us and bringing something back sooner, should that finance plan, which some are confident would come forward sooner, if that is possible, then we would not need to wait. we want to be mindful of not having parts of that finance plan that would otherwise come to us. i will ask that the private sector is something that, at the mayor's direction, we have started to explore. in that could be part of the solution here that would reduce the burden on the public resources. a few folks mentioned education. rider education is something that, when i have discussed with the unions, it is something they feel very strongly not just for youth but for all riders. there is a real opportunity here for a little bit of a quid pro quo. the people of san francisco making this bold policy move to reduce or eliminate shares in exchange for help from all of those community groups from the school district,

the national transitional council will only say the mtc's fighters have captured the former libyan leader. none of this has independently confirmed. "reuters" news agency says gadhafi died of wounds suffered during the gun battle. fighters had him cornered on thursday near his hometown of sirte. they've been hunting gadhafi for two months. video footage from libya shows fighters celebrating in sirte they've been trying to get control of the city for weeks. the righters news agency says gadhafi was found hiding in a hole in the ground. the future. i cannot not mention ab 57 on mtc governance. earlier, we were able to have that bill shelved for a while. the senate transportation housing committee conducted a governance meeting, a hearing last week in san jose. an interesting venue for that kind of a hearing. you know, i have that reports from a variety of folks who attended it. nothing real conclusive at this point. i expect we will have one or two more hearings during this fall that will help frame for this legislation and how mtc governance would be determined as we get into the 2012 session. throughout the year, we have talked about high-speed rail legislation. at one time, there were over 20 bills on the topic. some trying to kill it, trying to improve its, and others radically changing the course of it. most of those fell by the wayside during the year. three key bills the merged as a viable bills of interest. those are ab 16, page one of your matrix. ab 145, page 3. and sb 517, page 19. one bill deals with try to establish a california-first policy for and rolling stoc
