drug czar and msnbc military analyst and paul armantano deputy director for the national association , i guess i'll begin with you, what do you find is the most compelling argument that you can offer as to why voting yes on a ballot like this this fall will be a good idea? >> well, look, we've got 18,000 dead since 2006 in mexico because of u.s. drug policies. particularly the policies pertaining to the use and trafficking of marijuana. you said in your opening monologue, 60% or over 60% of the profits of the cartels make come from the exportation of marijuana from mexico to the united states. to continue the same policies we've been going on, all of these years, is the very definition of insanity. it is time to take the production and distribution of marijuana away from these violent cartels and put it into the hands of licensed businesses. the way we do that is through legalization and through regulation. the prohibition that we have now is anarchy. regulation would bring needed controls to this market. >> barry, are you there? >> yes. >> i want to ask you about some of the numbers,

all of the national association of convenience stores, the american wholesale association, even the major tobacco companies who understand that there is a regime that's been set up in the 50 states, they want it to be followed, too. so companies like al truea deserve credit for saying, you know what, while there are a lot of hot dwabets about tobacco use in this country, there should not be a hot debate about whether or not we enforce the laws of the 50 states. i also want to thank my republican colleagues here. mr. smith and his colleagues in a bipartisan coalition have said, you know what, you are going to be tough on crime, we are going to be tough on this crime as well. and have every step of the way made suggestions that have improved this legislation. and i also -- this is the part that's the toughest to say. i want to thank my colleagues in the senate, 290 times we have sent legislation in their direction and while i think it was benjamin franklin who called the senate the cooling sauce of our democratcy, they have been more akin to a meat locker in recent months and i want to comm

and that is why the national governors' association supports it, urging congress to support an extension because of the benefits to the states. the human cost of the recession has been high. it's easy to think of unemployment in terms of numbers and statistics, but numbers cannot describe the anxiety and fear a person feels when they are unemployed. numbers can't show the hope and pride a person feels when they find a job. i was moved by the words of ms. taylor. she is a mother of two children, one with autism. she has been living on her aunt's couch because she couldn't find work. because of a jobs through jobs now she was able to get back on to her feet and into her own apartment. she told california social services, you guys gave me a chance when the whole world was saying, no, not this time. without this program, i could not have paid my rent and me and my babies would be on the streets. she's not the only one. there are millions of economically disadvantaged people on the front lines of this economy. they are struggling every day. the jobs now emergency fund gives them a chance to f

she spoke at an economic policy conference here in watching to and hosted by the national association for business economics. it's about a half an hour. good morning. for those of you who do not know, i am the president of the national association for business economics. and i would like to welcome all of our members here today. for those of you who are not members, nabe is the nation's largest organization of this is professional economists. we are extremely privileged this morning to have as our first speaker sheila bair, chairman of the federal deposit insurance corporation. ms. bair has held that position for the past four years, appeared which i believe would have tested the mettle of any mere mortal. ms. bair holds her law degree from university of kansas and has broad and deep experience in various banking and financial issues. she has worked in academia at the newark stock exchange, on the hill with the senate, the treasury, and the commodities future trading exchange. she's received numerous awards, including awards for her various publications. some of you know she also has

health care, the nation's governors are the ones on the front line, battling, among other things, increasing medicare costs. mississippi governor haley barbour, chairman of the governors associationas president reagan's white house political director. you know politics. you know washington. you know what's going on around the country. you actually have to face, as do all governors, the real crunch when it comes to medicaid costs. what do you think should have been done with this health care summit, governor? >> well, first of all, you know, andrea, they're going to add -- in the president's bill, they want to add 15 million people to medicaid. that's half of the increase of the people who would be covered where everybody knows that medicaid budgets are already terribly stressful, that many states have had to cut other spending. we're cutting medicaid because of so much financial pressure on us, yet the president's bill would add 150, 175 million dollars a year to mississippi's medicaid bill. that's money we don't have. we've already cut our budget nearly $500 million this year. that is effectively a tax increase, because once we have to start paying that, we've got nowhere to go

paul clement was arguing on behalf of the national rifle association. they told the court they did agree this was a fundamental right. that if you look to the history and tradition of america, even before the constitution, this was a right that everyone believed they had. but where the two lawyers differed is how the court should apply the right. what part of the 14th amendment, which is what the court generally uses, should be used to make it applicable to the state. >> lehrer: rather than to ... back to your point... a fundamental right that applies to everybody in the country because it's part of the original intent of the constitution, right? >> well, what happens here, jim, and it may seem odd that the second amendment would not apply to everybody, would not apply to the states. but the framers of the constitution saw the bill of rights originally as protection against actions by the federal government. >> lehrer: by the federal government. >> exactly. it wasn't until the 14th amendment that the supreme court began incorporating the bill of rights t

groups like the chamber of commerce, the national association of manufacturers, businesses across the country saying that they need a fresh approach to build infrastructure, particularly with build america bonds, we're now seeing business say this is an approach that gives them a long-term boost to what they know they can count on. they can plan new avenues for their businesses when they know that there's going to be infrastructure there to support it. it's not, however, just businesses that are buying build america bonds. nonprofits like pension funds are finding that these bonds are an attractive investment. nonprofits can't benefit from the tax credit, but bond issuers can pass on the value of the tax credits in the form after higher interest rate for build america bonds than other types of bonds. by contrast, traditional tax exempt municipal bonds have not been a good investment for pension funds and other institutional investors that don't pay taxes. so what build america bonds have been able to do is to provide a way for nonprofits to invest in american infrastructure, the -- th
