earlier this week, my colleagues and i sent you letters seeking additional information on the national network of manufacturing innovation that was included in the administration's fy-13 budget request, and ostp has been tasked with the effort. the administration would create a mandatory account making available $1 billion, but really few details have been made available. my subcommittee held two hearings on the fy 13 budget, and specifically on the nnmi proposal. we've been really frustrated by the lack of information and the inability to receive answers on basic questions about the proposal's funding and structure. we have been told the administration is leading this initiative, so i would like to follow up directly with you. my first question is, how did the administration arrive at the funding level of $1 billion for the greater network? >> the basic answer to that question is, we expect, number one, that the $1 billion from the federal government over a period of five years will stimulate at least matching contributions from the private and philanthropic sectors. so we're looking at a pro

network, the change, the network or the major network may take some of that and a large part of retranscontent does not flow to the local broadcasters anymore. that's the way it started. now the national network will take a large portion that far and second, of course, it is the broadcast model is a two-prong model, the retransmission consent fees and also advertising fees, so they get revenue from two sources. the troubling thing is that despite the fact that retransmission fees have gone up probably 2, 3, 400% since i started in this business, the actual localism in the local level has gone down from a local news perspective in the sense that to cut costs and operate more efficiently many broadcasters are sharing local and news networks and so forth and many cities today will you see that a network show, a news show, will be on multiple networks, produced or sharing of resources so similar to the newspaper industry did as well. >> sure. mr. barrett, would you like to comment on that? >> i disagree. the 21st century media company today needs a dual revenue stream. for years the television industry operated with an advertising-only model. the cable industry was launched and helped us

for example, we operate the national suicide prevention lifeline number, a national network of crisis call centers for those experiencing a suicidal crisis or in serious emotional distress. last fall, the lifeline received its three millionth call. knowing we had this large and effective network already in place, the va reached out to us several years ago and we formed a partnership. today, service members, veterans and their families who call the lifeline can press number 1 to be connected to a va call center that provides specialized crisis services. the veterans crisis line or military crisis line, as it's known within the services, is also available in a number of european countries and in just the first five months of this year, over 85,000 lifeline calls were answered by the veterans crisis line. more than 550 calls a day. our department has also organized a series of policy academies that bring together community leaders, guard and reserve members and veterans officials from several different states to team up and share best practices. one great example was a program known as o
