i'm here to express my support for the navigation centre and say that the navigation center ought to be voted on today and built asap and that's the result of value judgments i have made. i'll clarify what my value judgments are. i think a person's right to sleep in a bed with a roof over a head is more important than a parking spot. i think that the overextended processes by which wealthy owners, could reject bike lanes and navigation centers, that is less important than the fact people are dying because of these things. i'm the child of an immigrant from al salvador and she came here in the middle of the civil war and a plausible threat of death, she came here to the united states for refuge. i came here to san francisco for refuge. there are many hundreds, thousands of lgbtq children coming here for refuge and they don't have networks. they've been alienated by their families. i have a job and there's no system in place for these lgbtq kids to go to to find support without these massive bays navin centers. i'm honestly quite tired of the talk of delay and further process and furth

when we open up to the bryant street navigation centre earlier this month, i met a woman who had justng addiction and breast cancer. on the streets, her medication kept getting stolen, she couldn't get healthy, now she is inside, and she is working on getting housing. at bryant street, she gave me a hug, and she said she is hopeful , and so am i. if she has hope, others can too. that is the difference. she is excited about the future, and i'm excited for her. if she can have a hope, and others can too. i've already announced my plan to add 1,000 shelter beds by 2020, enough to clear the shelter bed waitlist. [applause] >> we also are declaring a shelter crisis so we can get these shelter beds builds now, and i want to thank supervisor supervisors brown, haney, mandelman, supervisor stefani and walton, for joining me in recognizing our bureaucracy shouldn't stand in the way of one single thousand beds. this is a huge step, we know, but it is not enough. we know we have around 4,000 unsheltered people in our city, sleeping in our streets, in our parks, in the doorway is, or in vehicles.

last year, the board submitted a resolution with their budget priorities and we looked at where those are. there was a request for navigation centres that has not yet happened and that would find a site not appropriate for a navigation centre. there was a move towards having problem-solving initiatives. one of the things that we talked about with the department was that they did get a private grant that helped in terms of providing rental assistance and other support services at risk for losing housing. a request for an outreach increase and that expanded in january of this year and then there were increased funding for housing. so going back to where homelessness is and where services are in thecy the city, because that was a request. if you look at district 6 has the most intense concentration of homelessness and district so also has a large number. if you look at services, this talks about where the emergency beds are compared to where the percentage allocations are, but to be clear about looking at it, is that the point in time counts people in shelter beds. if you have a high concentration of shelter beds, you'll count a lot o
