host: the president announced the secretary of the navy will look at a plan to restore the gulf. you served on the louisiana recovery board. what was that role? how was it different from what the president has set up? guest: this was set up to administer the federal money that was going for hurricane katrina. there is a sense that a federal money is often wasteful and abused. and they tried to put together a panel that had the authority to watch how the money was meant. that went to louisiana for hurricane katrina of being involved in corruption or fraud or anything else. all that was accounted for. that is sometimes unusual in a government program. we made it pretty clear that you had to prove title, approve the damage, whatever. we may neverde sure no money was wasted. you never read an article about fraud or corruption with the federal money that went down after the floods in new orleans. that is totally different on what the government is being asked to do by the president to help the coast lines. host: let me go back to the louisiana recovery board because the president also

the canals and rivers. they supported army troop insertions and extractions. navy sales counted on their support in tight situations. the sailors and soldiers benefited. in short they master every form of combat helicopter operations. here are some of the statistics from the resolution. the nine detachments and guard threw 130,000 flight hours in five years. they performed 1,530 medical evacuations. inflicted thousands of casualties on enemy forces. transported 37,000 passengers. and hauled a million pounds of cargo. in accomplishing those milestones with a fleet of castoff gunships and few slicks, the veterans of hal-3 were awarded 156 purple hearts, five navy crosses, 31 silver stars, 219 distinguished flying crosses, 101 bronze stars, 142 vietnam gallantry crosses, 16,000 air medals, and numerous other awards, including six presidential unit citations, the highest recognition given to military units. like any combat operation there was a cost, 44 lost their lives and among the 58,000 or more lives on the vietnam memorial. today the children and grandchildren of

the navy doesn't move cargo any more, that's been outsourced. host: so this domestic fleet is privately owned guest: yes, ma'am . host: there have been some who have said the coast guard for future incidents like we're seeing in the gulf coast needs to have its own government-run fleet that can respond more quickly than we have seen this our domestic fleet respond in this situation. guest: it's interesting. we went through that debate in the 70s, whether it should be coast guard or commercial. the decision was made we need coast guard expertise to leverage commercial capital. think of the irony here. u.s. companies invested in this capability. now, the one time we have the ability to use that people want to bring foreigners in to take those jobs. why would any american company invest in oil spill response capabilities in the future if they realize that a swiss company or other is going to come in and take away that business? host: if you look at the jones act, the language beyond what we have, it says that u.s. will continue to encourage a domest

i have seen it reaffirmed by the head of the navy when i was the head of our navy as well as when i was in europe in my navy job and from the current -- action, the last two heads of the general staff in my current job. they are very committed to getting this done. >> i think this is another very key point that secretary gates referred to. this treaty may seem modest in scope, but given the changes in russian military posture where they are moving away from reliance on a large land-based army and conventional weapons to focus what must be more scarce resources on their capacity, i think this treaty is actually more significant. as the russian military makes the changes, our relationship with them in this agreement on strategic nuclear offenses weapons gives us more insight into what their future plans are. we can look forward as opposed to static look for a look backwards. >> i think this treaty represents another opportunity where we have to talk about proving a negative. what are we doing by preventing it? i am firmly convinced that this treaty is so much preferable to the alternative
