the u.s. navy, he is also the superintendent of the naval academy, joining us live on this tuesday morning. thank you very much for being with us. guest: it is a pleasure, thank you very much. host: appreciate your hospitality. we will have more coming up later in the program, including our conversation with the navy secretary. we will learn more about academics inside the academy and one of its distinguished alumni, senator john mccain, will be here talking about his life in the military and also issues of the day. yesterday, admiral johnson who is the chief naval operations, speaking in an event with a focus on sequestration, talking about how the navy is dealing with the budget cuts. [video clip] we have been rigged for reduced visibility in the navy. this budget situation has been to me like being in a fog. when things are hard, you cannot see ahead. you have to slow down and go at a deliberate pace. it is an evolution. it is difficult to plan ahead. everybody, all hands on deck to big sure you

the navy's expedition training group. while deployed in 2004, he spearheaded maritime patrol relief efforts toing the 2004 indian ocean tsunami, as well as numerous theater cooperation efforts throughout the pacific and in 2009 captain napolitano reported as commanding officer of the expeditionary training group. this is a fabulous panel and i know you're going to appreciate what they have to say. rear admiral, i think you'll start. >> first of all on behalf of the chilean navy i would like to thank so much to san francisco fleet week, particularly to admiral gary roughhead for being invited to participate in this senior seminar. it's a privilege for me to be here and to share with you the experience that we had just during and after the earthquake that we had in chile in february 27, 2010. most of the lessons learned that i'm going to show here to you is part of your concern and i'm very glad you are taking that in account so i think you are absolutely in the right path. anyway, it's a massive event that you always have t

that was before the navy came in there and after the navy came in there. a lot of fishing was close to 1,000 fishing boat was grounded and it was part of our job to put them in the water again. so heavy lift cranes are absolutely mandatory to have a safe place to move them and to start working. and because as i mentioned to you before, the ships cannot be, get into the port directly, so we make, we pier side two ships floating and all transfer of the cargo was through (inaudible) as you can see we deliver that assistance to different coastal communities. we use the marines to do that so no problem. as you see in the photograph below, you can see that the only way to get it in there was with rubber boats, not any more with the lft's that you used to or we used to get into. so we act, we are participating very active for 23 days, 18 of that at sea with these numbers. and that was what we did. in terms of lessons learned, as admiral nathan said, no one is prepared for an event of such magnitude, so you have to take many things in account but with a guitar in

so after post-cedar fire, we recognized the navy had assets and the marine had assetness region that we should capitalize on, so i was tasked by my chief to organize a local letter of agreement so that we could, with the objective, essentially, was to streamline access to dods assets in rapid fashion and by rapid i mean within hours. if we're dealing with the level of incident that i just described, the cedar fire was essentially over in 12 hours. it started about 5:00 that night, it actually took off and started running at 11:00 at night, by 9:00 that morning it was at the gates of marine corps station miramar and it was essentially stopped. dska is an excellent tool but we needed to go a rapid route, which is ir we'll talk about training later, but that's a big component. and the colonel hit on a good part about we use persistent forecasting and weather forecasting to look at when we have these fire weather red flag warning stand in the wind events. i start reaching out to my counterparts with third fleet and lieutenant colonel demigan giving them a heads up. we (inaudible) navy an

so talk to the secretary of the navy and defense in the program was canceled. but before i do that, i sat with my team and i said, okay, this does not mean a requirement for it service one vehicle goes away. that is part of our character and core competency. we have to have that. let's look at when we will design it, how will come in, this was 2010, ladies and gentlemen. i was told by the acquisition deal that would be 2023 before i would have a vehicle that would be part of the initial operation capability. doing all the stuff you have to do, actually have it stand up. the process is broke, it's constipated. we need to fix that. the last point i would make is, what would we need to do? chairman dempsey said never allow a good crisis to pass and you can get in there and change that behavior and i think that's where we are. we are at a fiscal crisis. so let's look at this thing and enforce ourselves. industry and us to make good decisions and decisions that are in line with our fiscal resources. i will give you an example. we said, okay, we are in this time of a

together, these investments will help the navy sustained the undersea dominance. the navy is also fielding the broad area maritime surveillance and search to expand their and capacity for isr in the region. electronic aircraft and jammer with their frequency range and increased agility. these provide extensive electronic or four -- where fair capability. in the air force, while we have made reductions worldwide, by removing some of the older where single-purpose aircraft to make way for newer aircraft, we have made no changes in the tactical air posture for the asia-ups -- asia-pacific region. we continue to invest the fifth generation joint fighter, tanker replacement and a host of isr replacement. the army continues to invest in capabilities that are being deployed. at the dod will wide level, we are protecting investments in future focus capabilities that are so important to this region at such as cyber, certain science and technology investments, and space. in addition to investing in technical capabilities, we are investing in people, language and culture ski

[applause] [applause] >> in the navy, there is the old saying that the navy is made up of young studsthugs and lieutenant commanders. i have always considered myself never having left the young stud category. so it came as a jolt when referred to as venerable. well, it will take me a while to get over that, it would take a lot longer to get over the official title of the vice admiral who is officially the coast albatross of the guard, the longest server in the coast guard today. ongratulations, sir. that is a lot better than venerable, believe me. as our previous panelist did, he served at every level of leadership in the coast guard. he hails from westbrook, maine alumnist of the university of southern maine. he was designated a naval aviator in 1977 and he is also engineer. ical he has served in six different coast guard stations before moving on to higher levels of demand in the coast guard. it would be a long extra 10 minutes to read all of his accomplishments in the coast guard. but it is quite an impressive record. he has over 6,000 flight hours in fixed wing and rotary wing air

for the navy on occasion the dragoon system still works. they find themselves on a ship on friday at the war college the following friday because they need to fill a seat. some of them quite frankly are annoyed at being there and don't like it. first day of class they say it is a waste of time but they will be leaving with their masters degree. >> when you say congress do they have to pass legislation or is there a single individual somewhere to can sit in a closed room and make the changes? >> i wish i could give you a definitive answer to that. is my understanding and this is what my colleagues and i are working on that there have been proposals at the coordinating council to in fact bifurcate a master's degree and there's strong resistance to considering that by those who have a vested interest in the status quo or just because that is the way they have always done it. i don't know if the decision can actually be made there but i do know that if congress told him they wanted something done these organizations would get on it. i don't kno

and we had absolutely first-class leadership in the navy. you will hear later today from admiral gary some examples of just how impressive that leadership is. the operational readiness of the fleet was a result, first of all, of having bases all around the world. but secondly because the strong program of exercise we conducted. the exercises were not only conducted on military scenarios, but we had an extensive set of exercises involved in humanitarian response. during the time i was secretary, we had a disaster response very similar to the one they're doing here in san francisco today. we bought naval forces from the united states, from russia and japan all to honolulu where we had simulated a tsunami disaster. and these three great nations brought their fleets to honolulu exercising how to respond and alleviate that disaster. well, that was then. how about now? last year the united states released a new security strategy. most of you probably have not even heard of that, but i have to tell you this was a big deal. it was one of the fifth am

during one of the great military billets in american history, the u.s. navy debt significantly smaller, and to have the defense strategy we have today, we need a larger fleet. i am happy to say that we have stabilized the fleet and we are growing the fleet. we are going to get to 300 ships before the end of this decade, so we can meet every mission that the country gives us. in 2008, we put 30 ships under contract. that was not enough to keep the fleet from declining and was not enough to keep workers working in our shipyards. >> this is what they need to be prepared for, uncertainty. it is what ever comes over the horizon. the the news is that people join the navy and marines. there are willing to make those voyages. that is the kind of character that serves in our military. if you have asked that question a year before the wall came , you would have gotten a very different answer than you would have gotten a couple months later. yet the same question before 9/11 you would have gotten a different answer. commanders and strike groups before they go out. the o

but it was extremely beneficial to not only the u.s. navy and marine corps, but to the international community. >> thank you. another hand? >> [inaudible] my experience with the haiti response. in this casey i was working at the deputy principal committee level and working at the white house. but it was really the first opportunity for this administration to work with a very complex response, and then recognizing for us the supported commander was usaid that normally isn't in the emergency response business. so, it was an educational process of how to move forces and yet support usaid and the role of the country team and port au prince. so, it was very informative there. and to back up when we had the first no fooling hurricane that worked its way up the entire gulf coast, the principal committee calls that were generated during the haiti response were then turned around and then bringing all of the governors into a conference call with the president to make sure that all their needs were being met in the advance of a hurricane arrival. so,

it's all due to budget cuts and the navy says all the shows for 2013 have been cancelled. fleet week is still going to happen but it will not be the same without the blue angels. this year, the focus will be on more practical things like joint, military/civillian excercises. them o >> a very important compnoant is the humanitarian assistance and disaster response excercises that we bring here for the elected and appointed officaials to work with the senior military officals to prepare for the big earthquake that will come someday. >> reporter: it is still unclear how many ships the navy will send to san francisco. event organizers hope the sailors and marines that do come will be as welcomed as they have been in years past. >> the way the san francisco citizens treat these young men and women is fantastic. it's just been amazing so far we are really hoping we can have the sailors and marines here for fleet week. >> reporter: event organizers say they are just as disappointed as anyone else that the blue angels will not fly during this year's fleet week but do say the team

it's my hope given the navy said they are able to do this. we will follow through because i understand the difficulty and appreciate, i thank you for serving in challenging times on sequestration, but if we can obviously in areas that are very important such as the maintenance of our submarine and s not get behind schedule and keep the workers workers. i think it's important. i don't know if you have a further comment on that. i'm hoping given that they come have you will decide to implement it. >> senator, the chairman of the joint chief it won't surprise you to know. my recommendation, and it's that what it is, to the secretary we deal with the problem as a department not as individual services. and i know, for example, that the army has real problems in trying to reset equipment that has been beaten to death in afghanistan. so every service has their own particular challenge, but i really, my recommendation is we have to deal with it as a department. i appreciate that. analso i would hope that as you look a you think about the extend we can

it is an advanced warplane, a fighter jet that is to be used by the air force, the navy and the marine kerp.-- corp. it's the replacement for the f- 16 for the air force, for a number of other planes for the marines and navy. supposed to be our new, advanced, all-purpose fighter jet. it was a plane that was supposed to be in the skies fighting now. still in development. it's an incredibly troubled program. it's a program that has gone tens of billions of dollars over budget and i burrowed into this program as a way to write about the overall challenges of trimming the defense budget because this program is in some ways singular in terms of its cost overruns and delays and the way it's been structured to, as i write in the piece, its most effective defensive attribute may not be its ray dars and sensors and missiles and stealth technology and ability to fly at supersonic speeds, it may well be the way it's designed to evade budget cutters in washington. >> more sunday at 8:00 on c- span's "q & a." the national action network recently held its annual convention in new york city. in one s
