the death of a navy s.e.a.l. recruit. the incident happened during a pool exercise in the recruit's first week of training. trace gallagher joins us now live with more on that tough story, trace. >> very rough. this happened at the navy s.e.a.l. training facility off the coast of san diego. 21-year-old james derek lovelace who went by derek was doing a pool exercise where you tread water in camouflage uniform with a dive mask. as fox news documented a few years ago, we all know s.e.a.l. training is extraordinarily rigorous. but what's unusual in this case is that this was simply meant to get students kind of familiar with the pool, kind of a confidence building exercise. the navy says the safety observers actually saw that derek lovelace was having trouble so they pulled him over to the side of the pool and they noticed that he passed out. they called 911, tried to resuscitate him but they could not. he was taken to a hospital off the navy base where he was later pronounced dead. lovelace graduated from boot camp

in the mediterranean we have a lot of different navies operating. the u.s. navy six fleet is there in naples, italy. the egyptian navy, which is a huge navy, the sixth in the world in terms of the number of their ships. very, very, very advanced navy. there have been past situations where miscalculations occurred where aircraft were shot out of the sky by ships in the water because they believed them to be hostile. i would point back to 1988, the u.s. vincennes did that with an iranian passenger plane. so there are a number of things that could have happened. the russian plane you mentioned, they believe there was a bomb on board that. then you look at malaysian 17 that was shot down over dou. >> there was at least one person, a americaen tile ship captain who uses the words "flame in the sky" the but i want to ask you what you were talking about, when that amount of security, there would be a high amount of traffic, you would think, a highly populated area, so you would think more than one person would have seen what happened if it was in fact an explosion.

the sea power portion of our bill builds on the work done by the navy, the obama station and this congress to put us on a path to a 308-ship navy. we need to do more to ensure we have the capability to keep pace with the going and changing threats. this bill adds three new ships, a thirdly toreal combat ship. funding to have a destroyer and resources to add an amphibious ship. the bill has another area of good bipartisan work is in the area of our underseas' forces. it includes a measure that i pushed forward to continue a build rate through the 20 20's to provide the capabilities that our leaders are pleading for. and funds the ohio replacement submarine and continue our bipartisan work to strengthen the fund to support this program outside of the regular ship building account. we provide this fund with new authorities to save additional funds during the course of building the ohio class program, perhaps as much as 10% on components like missile tubes on top of the billions of savings that were shown to garner in the congressional budget research office. this is a downpayment on the addit

when i got to the navy, 95% of the guys there were there for the same reason.hat was a point where i was in "i need to get out of town" mode. that was the easiest way to get out of town, and i went in to join the marine corps. i wanted to just talk to the marines, 'cause marines are just cool, and they're really good at marketing. and they have the best uniforms. it's cool. and so, i walked in, and he wasn't there, and the navy guy was there. and i talked to him. basically, i went to ask him where the marine was. and he told me, asked me why. and he told me about seals. >> did they ask you if you knew how to swim? >> well, no, because being a recruiter, turns out they're not always truthful. he just wanted the billets filled, his quota. so, he did tell me, "yeah, you're going to need to do this, this, and this." and me, not doing my research, i figured it would just be easy to swim that distance in that time. how hard can swimming be? it was pretty hard, yeah. swimming's not that easy, especially when you don't know how to do it. >> and when you say that you di
