now, what we are facing, quite honestly, is the balance of needs -- the land, like the dollar, can only be stretched so far. we have competing needs of the transit center itself because land proceeds have to pay for the transit center, and right now we are barely a full funding. we have a 35% affordability factor on housing. that is also a critical component. we also have demand for parks. as part of the project, we are providing a five-acre park on the roof of the building, a one- acre park, and a new part being proposed at second and howard street. so another potential parcel would be that one at howard, which had never been programmed as a park. that could provide a low-level building that could have a child care facility in it. it is a parcel that right now has the potential development costs associated with the project, so it would be cost neutral to the p -- tjpa. and it is adjacent to a park, so it would accommodate the outdoor spaces. commissioner campos: commissioner dufty? commissioner dufty: i understand the city wide coordinator has been in discussions with the tjpa for four

the improvements needed for a cruise terminal facility. needless to say we will have a complete funding strategy for phase one and phase two, and we will return to the port commission to provide you details of that. so to summarize, we are requesting approval to initiate only the schematic design on scheme b-2, an option that would create a new 96,000 square foot cruise terminal at pier 27. we believe this design work could be integrated with the city's proposed -- or host city agreement for the 34th america's cup. and if san francisco wynns the america's cup, the interim use by the america's cup could help solve a funding gap for the cruise terminal and accelerate the design and construction of this building. again, we hope to bring this back to you. as soon as we get information, we will get that back to you. but over the next months, we would like you to review -- come back here for schematic approval and overall site plan of how phase one and two works, as well as funding plan. with that, i would like to introduce peter and dan lamb to

the campaign slogan was, people need this open space. e of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in this 317 acres. the park, as a general rule, is heavily used in the mornings and the evenings. one of the favorite places is up by the upper reservoir because dogs get to go swim. it's extremely popular. many fights in the city, as you know, about dogs in parks. we have 317 acres and god knows there's plenty of room for both of us. man and his best friend. early in the morning people before they go to work will walk their dogs or go on a jog themselves with their dogs. joggers love the park, there's 7 miles of hiking trails and there's off trail paths that hikers can take. all the recreational areas are heavily used on weekends. we have the group picnic area which should accommodate 200 people, tennis courts are full. it also has 3 playground areas. the am
