my name is pat trura and i am a member of the triangle neighborhood association and board member as well as a resident on 16th street directly behind trigger. the neighborhood made numerous attempts to work with trigger. we supported their original business plan and continually this owner has failed to adhere to their conditions of use. one of their conditions, number 13, was entertainment would be contained within the building. this is not happening. the noise pours out from all sections of the building. the vibration from that building can be felt on the street behind on 16th street at times. and another condition was number 14, number 14, that the nuisance would be controlled. there has been a continual pattern of nuisance over time. lack of response to complaints, there were originally meetings that were set up with the neighborhood and the owner said we're going to have this special phone number and people can call. well, people have called repeatedly and people have basically given up. and people are fed up. and then i come to this hearing today to find out they have now made a pol

i am the president of the mission dolores neighborhood association. as you know, the 2001 market street project is a gateway to our neighborhood. within the neighborhood, which is clearly identified in our unanimously adopted historic service we have our first meeting with -- are unanimously adopted historic boundaries. we have our first meeting in 2008. it was an interesting and productive process in the last two years. in that general meeting in 2008 at dolores park church, a lot of people showed up. people did not like the original design of the building. that has been solved now. we now endorsed the design of the building. they were outraged by the fact that the project sponsor wanted to put in a 31,000 square foot all food store on the ground floor. over the years, that has not changed overwhelmingly. our membership strongly opposes a store that large. we would more likely like something like 16,000 square feet, 6000 square feet of storage area. that equals 22,000 square feet with no more than 44 parking spaces. otherwise, we would be also delight

neighborhood. if you have safety issues. strength and weaknesses they will be more pronounced the good and the bad after a disaster hits. you can't look at it as the neighborhood association is my link to the constituency to get people nert or red cross trained. they are dealing with the safety issues in the neighborhood and you want to be informed about them so you can respond and prepare for them and work with the neighborhood associations to have further management planned if you can call it that. you don't know what will happen. some response that you hope to effect after the disaster. and at the same time, too, the other thing is those resources are also the people in those neighborhood organizations community based organizations et cetera, those people are people that people in the neighborhood are already look to as leaders. and so after disasters this is back to the chaos in the comfort zone. they will look at the people for direction. you want to make sure our information and message gets across to the people so they are able to educate, lead and manage and help you and support you once you are trying to deal with an issue after it happens. so -- >> my name is ma

as the supervisor pointed out, for the last five years the neighborhood association has been working hard to complete the survey work on the neighborhood. on march 17 of this year the same company that oversaw the opening of the city hall palace of fine arts and capital building, they did our survey and it was unanimously adopted by the hpc on march 17. we are very pleased about that. by and reference to the supervisors changes in the amendment, we are still very concerned as this is a citywide issue that will create a precedent for banners and no matter what kind they are on historic lampposts. yet more than anything we are very concerned that you are considering this issue today without it being considered by the hpc first. what we would ask you to do is not to pass it on to the full board yet and let the hpc have their say. it is just two days away. i do not understand the rush. in reference to the compromise, after word perhaps we can sit down. but for reference we would but not want to have any permanent banners first off. but if there was any compromise the final statement of su

we worked very closely with planning staff and with the various members of the neighborhood associations. we really felt this was critical to make sure we understood the elements necessary to make this project contextual inappropriate and a welcome part of the neighborhood. we have gained a real insight through the collaboration within -- with them. we believe the project has benefited significantly from their input. this is a gateway to the upper market street. the delores' neighborhood and mission dolores neighborhoods. the site faces three streets. market street is the historic retail and mixed use hub and backbone of san francisco. we have worked on the design of the building to create three different buildings to identify three of the different characteristics of the street. on market street, which is vibrant and cosmopolitan, the design of the building is very clean and simple. it reinforces the ground-floor retail. to input received by all of the different neighborhood communities and neighborhood groups, we have added significant detail in the way the bay windows have been handle
