i am with the neighborhood association. i come to you tonight to share our feelings about the eir and have to sure that we have had many neighbors asked us what process is being followed. it is very different than anything they have seen before. we had to answer, quite honestly, we do not know. it is not anything we have seen before. the revised eir was just received nine days ago for such a huge project. we honestly have not been able to do the type of throw home work that we normally do on a document of this importance -- throw hallmark we normally do on a document of this importance. it does not adequately address the housing element. this project will do nothing to help the city meet its goals, but further exacerbate the problem of too many luxury units being offered in a city that is that 115% gold and luxury units. -- goal in luxury units. this eir needs to be recirculated. it needs to include the current environmental setting. thank you for your time. >> linda chapman. i would like to have these distributed. i would l

i have lived in the sunnyside neighborhood for 26 years and shortly after moving there became aware of the sunnyside neighborhood association which i soon joined and became active in and found that group had been formed in the mid 1970's to promote the neighborhood and in particular and try to do something to restore and maintain our neighborhood gem, the sunnyside conservatory. our landmark historic neighborhood gem, the sunnyside conservatory was restored just a few years ago with neighborhood volunteers and many, many sunnyside residents have been involved in the restoration and maintenance of that facility and solicitting the funds for it and so far. sunnyside elementary is at the part of the neighborhood. we have the sunnyside park just renovated two years ago. we do indeed have a very clear neighborhood identity. our boundaries have been clearly documented in every newsletter since the mid-1990's. our meetings and newsletters routinely discuss and promote the sunnyside conservatory to sunnyside park recreation center. sunnyside elementary school. i'm making a strong plea for my neighborhood, sunnyside. a neighborhood

i'm the co-chair of the pacific avenue neighborhood association which is also known by many of the neighbors in the neighborhood as pana. i would like to make a couple of additional comments. while the project -- this is in reference to the residential mixed use 40-foot height zoning. while the project sponsor has a right to develop his own property and we in fact, pana and pana's neighbors, we really encourage development. we would love to see new development that enhances the quality and scale of our neighborhood and enhance the quality of life, but the project sponsor should be subject to the planning code regulations and guidelines. the zoning height of mixed use residential district is 40 feet . approving a conditional use to build beyond this regulation based solely on additional housing units is not what was contemplated when the zoning laws were passed. in pana's opinion, the two additional stories approximately six housing units, does not add sufficient value to justify the conditional use, especially when it sacrifices the neighbor's wants and needs and desire to preserve and enhan

the affordable housing efforts we are doing here in this neighborhood. i would like to open my remarks by saying that the hayes valley neighborhood association has been a wonderful organization to work with in the past with the mayor's office of housing and redevelopment agency has partnered with them on a variety of things including the original design competition. there were tremendous supporters of the affordable housing efforts on the central freeway. and the apartments that opened up recently. and this is a tremendous opportunity to work in neighborhood with -- like the hayes valley and market octavia, that truly supports affordable housing. on the issue of the question of -- a portion of the fee, which is the supplemental fee based upon the zoning -- this is clearly dedicated to the neighborhood based upon the code. the inclusion in fee is a more broad feet, that is used across the city. we at the mayor's office of housing would like to be able to preserve the use of this. it is not because we are not working in the neighborhood. . we have agreed to prioritize this, with other housing fees that we received throughout the city, to help ensure that 55 laguna
